(c) No persont firm, or <br /> <br />corporation other than the Village of New Brighton or its <br />designee shall install, maintain, or repair any water meter <br />within the Village limits. (d) Every owner or occupant <br />applying for, or receiving service from the municipal water <br />plant shall provide a warm, safe place to keep such meter and <br /> <br />shall permit any duly authorized employee of the Village to <br /> <br />enter upon such ,premises at any reasonable hour to install, <br /> <br />read, repair or inspect any meter. <br /> <br />Section 4. Section 4 of Ordinance No. 57, entitled "Water <br />Rates" is hereby amended to read: Water Consumption charges to <br /> <br />consumers shall become due and payable quarterly on a calendar <br /> <br />schedule prepared by the Village Clerk. Said water rates and an <br />surcharges shall be established by the Village Council, by <br /> <br />ordinance, resolution, or motion, from time to time as the <br /> <br />Council deems fit. <br /> <br />All users residing outside the limits of the Village of <br />New Brighton shall be charged on e and one...half times the rates <br />and charges established by action of the Village Council. <br />Water bills shall be mailed in ample time to reach the <br />customers before the quarterly due date and shall specify the <br />water consumed and charge in accordnace with the foregoing rates. <br />Section 5. Section 5 of Ordinance No. 57, entitled "Service <br /> <br />II <br />i <br /> <br />Charges" is hereby amended to read: Charges shall be made and <br />collected for tapping and making connections with the Village <br />Water Mains, to be paid at the time of making application and <br />issuance of permit therefore.
