This mans represents
a summary of the discussion of that evening.
First, there are a nwnber of commonly shared conoerrLS that extend
beyond the possible impacts of the proposed bike trail, but are
directly and indirectly linked to that Proposed Project. The major
concerns voiced by a large rnmiber of the participants atxl shared by
everyone are the sedimentation of the lake and associated impacts on
water quality and recreational uses, and the proposed bike trail and
its potential impacts on the lake ar~d its residents.
..~
As to the proposed bike trail, the residents present at the
meeting raised a ntm~ber of questions, the answe~."s to which wr~uld help
us evaluate the merit of this and alternative proposals:
Who asked for and wants this trail?
Is this trail part of a grand plan? If so, what is this plan?
What are the legal riots of the city of New Brighton to davelop
this trail?
What are our rights to maintain the privacy of our lake?
How will the bike trail impact our quality of lives -noise,,
lights, pollution aril others?
What are the impacts on bird populations such as the rare black-
crowryed night heron which nests on the south side of our
lake?
Are the expec'~ted benefits worth sperxlinc! our tax dollars?
Who would reap these benefits?
If the trail were developed, would the city need to control ar~d
monitor use of the lake by non-residents and would it be
willing to monitor lake use?
What are the legal liabilities of residents for injuries incurred
by non-residents who would have to cross private properties
to use the water? ro act and who
What* are the projected costs of the Proposed p j
really Pays for the develop:t~ent - do Pike Lake residents Pay
a larger pardon of the cost?
...~
