April 6, 1988 Park Board Minutes 2 <br />V. New Business <br />A. Innsbruck North Development Plan (Harstad <br />Companies) <br />Anderson said he would like to Park Board to <br />answer the following questions in considering this <br />project: <br />*Does the Park Board want park land park land in <br />this area? <br />*If so, how much? <br />*Where should the park land be? <br />*What function will this park land serve? <br />John Johnson, representing Harstad Companies, <br />briefly described the Harstad development-on 12th <br />and explained that they plan to move ahead with <br />this development this summer. Johnson then turned <br />the discussion of the plan over to Phyllis Hanson, <br />also representing Harstad Companies. <br />Hanson said she has looked at the site and put <br />some ideas on paper which is the memo the-Park. <br />Board received in their packet. 3.5 acres of this <br />development area is owned by the city. There-are <br />apartments planned to the south.. There are about <br />3 acres of land along the freeway which could be <br />used as park land. There is some vegetation along <br />the south freeway wall, there is erosion in this <br />area. <br />John Johnson commented that this plan is not <br />final.. Harstad Companies will be giving a <br />presentation to the Planning Commission on April <br />19th and the City Council on April 26th. We .will <br />have the opportunity to incorporate the Park Board <br />ideas to the Planning Commission. <br />Olson asked if vandalism would be greater if the <br />park were to the south along the freeway. <br />Anderson said no. <br />Ocel expressed concern for safety and access if <br />the park was to the south by the freeway. <br />John Johnson said if the Park Board doesn't want <br />the park land to the south, something could be <br />done in the middle of the development. <br />
