f. s ,;
Council Meeting Minutes Page 3
January 26, 1988
Mattila indicated the current parking ordinance allows two parking
areas per unit; but he did not know what the ordinance stated ten
or fifteen years ago.
Benke suspects the problem is because the parking requirements of
prior times are not adequate today; Gunderman felt staff should
ask the .owner to provide the appropriate parking spaces for the
residents.
Kelley stated he has had a number of conversations with the Resi-
dent Manager Alice Teig who indicates there are many more cars
now; the Police Department receives many such complaints from ten-
ants, manager, and owner of Garden Grove Apartments; and he also
pointed out that some garages may not be rented.
Teig stated the signatures on the petition represents 100% of the
renters; and explained, with roommate situations, sometimes there
are four cars per unit.
Benke indicated the street may not be a dead-end street forever.
Lynette Metcalf, tenant,. indicated arriving home with small chil-
dren late at night would be easier if parking was permitted in
front.
Roger Ergins, tenant, stated he arrives home between three and
five o'clock in the morning and parking on one side of the street
would take care of the problem.
Gunderman didn't believe it is a question of denying or approving
the petition; and indicated, although he is sympathetic to the
situation, there needs to be some type of negotiation for the
owner to provide appropriate parking spaces.
In response to Benke's question, neither Mattila nor Kelley had
looked at the area to determine whether. or not there is space
available.
Teig indicated there is no space on their land for additional par-
king, nor on adjacent land except for the possibility of using the
city's well site east of their property.
Williams asked if the city's land could be leased to the owner
until the city needs it back; Proper indicated the water tower
site is not very big and it is a long walk to the apartments, but
he will look into the situation.
Williams wondered if part of the solution might be for the apart-
ment owner or manager to look at assigning parking places.
Teig stated she has too many people to assign parking places;
noted the complex has an overflow lot on southwest corner; and all
residents have stickers on rear-view mirrors so the police would
know which vehicles belong to the complex..
