Council Meeting Minutes
January 26, 1988
Following a discussion of the thirty-day limit, Benke stated the
intent of city council is to move to a decision as quickly as pos-
sible; asked staff to prepare-a summary sheet on where we are on
all of the issues, a course of action,. and a recommendation.
Motion by Gunderman, seconded by Brandt, to CONTINUE THE A. THOMAS
OSWALT RELOCATION HEARING FOR TWO WEEKS.
5 Ayes - 0 Nayes, Motion Carried
Announcements and Updates
Sinda briefly updated. council on tax issues and the Coalition of
Outstate Cities proposal. Sinda indicated on the surface, accord-
ing to the proposed formula, it looks like. New Brighton would
probably gain about six percent (6%) of State Rid in the first
year, but it doesn't say that over a period of time as the formula
works we would probably lose in our City and that outstate cities
would gain). Sinda indicated the Coalition will be reviewing it
and will perhaps make modifications, and indicated the Governor's
proposal is not complete and .has not been approved.
Sinda reported that about 65% of the taxes that are generated
state-wide come from the metro area and about 45% come back to the
metro area and the Coalition's formula indicates more dollars
would be generated from the metro area and less than 45% would
come back tc ttie metro area.. Although New Brighton may get more
dollars in State Aid, the problem is that our taxpayer may end up
paying more. The Association of Metropolitan Municipalities's
Revenue Committee is recommending to the AMM Board that they not
support the. Coalition's proposal until such time as they can show
a five-year computer run to show how it works.
Page 20
Announcements
Tax Issue Update
Benke reported the Northern .Mayors' Association's Steering Commit- Northern .Mayors'
tee has recommended the acquisition of services from Joseph Association -
Strauss,'who is a very experienced. and effective person, for a Joseph ,Strauss
one-year contract, and Helen Wilke to represent the group on Helen Wilke
transportation issues.
Williams stated regardless of anyone's lobbying efforts,-the $223
million surplus is allocated by the state and the funding of any
new programs would have to be accomplished only through
reallocation or raising taxes.
Benke stated that is all the more reason to be concerned about the
redistribution of what is there and: this group needs to adopt a
long-range perspective.
Larson attending the Ramsey County.
