T <br />P\ ff/f'~ f A /~r <br />r~nc LHr~c <br />ASSOCIATION <br />May 20, 1988 <br />Mr. Robert Berke, Mayor <br />City of New Brighton <br />New Brighton City Hall <br />803 5th Avenue, N.W. <br />New Brighton, MN 55112 <br />Dear Mayor: <br />The Pike Lake Association is an association residents of Pike Lake <br />i.n New Brighton that was formed to keep residents informed about <br />tenon concerns, discuss issues affecting the residents of Pike Lake, <br />and to work tawattis the maintenance and the improvement of the quality <br />of the lake environment. The association represents close to 100 <br />percent of the residents of Pike Lake and the following ccarntrents <br />reflect the coonsensus of its me~nbexs. <br /> <br /> <br />One recent issue that has owns to.our attention is the bike hiking <br />trail on the south end of Pike Lake proposed by the New Brighton Park <br />and Recreation Department. Association members have met .two times <br />regarding this issue and had majority representation at the May 4, 1988 <br />Park eoaz~l meeting at which tuna this proposed bike trail was on the <br />agenda. Association members have a rnnnber of concerns about the <br />proposed project and have stated these concerns at the Park Hoard <br />meeting and in the form of letters to Mr. Maurice Anderson, Director of <br />the Park and Recreation Department (see attached copies). <br />The association- has a ntanber of concerns that e~'ttex~d beyond the <br />possible impacts of the proposed bike trail, but are directly and <br />indirectly linked to•that proposed project. The major conaarn of-the <br />association n~nbers is the deteriorating quality of the lake <br />environment and associated impacts on the quality of life for the <br />coaimnanity. The proposed bike trail will further contribute to the <br />negative impacts on the environment caused by poorly planned <br />develo~zt projects such as the bike trail. We feel that we did not <br />get. an adequate response to the questions we raised at the meeting and <br />in our letter to Mr. Anderson. More specifically, two major conce~.~ns <br />are the negative impacts of the proposed trail on rare bind populations <br />nesting primarily at the with end of the lake and the legal <br />liabilities of lake property owners created by the increased access to <br />the lake because of the trail. Pike Lake represents a unique case in <br />that the lake bottom is platted and is awned by the residents. Mr. <br />Anderson suggested in the May 4, 1988 meeting that any enticement for <br />
