City Hall <br />803 5th Avenue, N.W. <br />.New Brighton, MN 55112. <br />Dear .Mayor: <br />The Pike Iake Association is an association residents of Pike Lake <br />in New Brighton that was formed to keep residents informed about <br />ccmnimwn concerns, discuss issues affecting the residents of Pike Lake, <br />and to work towards the maintenance and the improvement of the quality.. <br />of the lake environment. The association represents close to 100 <br />percent of the residents of Pike Lake and the following comments.. <br />reflect the consensus of its membexs. <br />One recent issue that has cwme to our attention is the bike hiking <br />trail on the south end of Pike Lake proposed by the New Brighton Park <br />and Recreation Department. Association members have met. two times <br />regarding this issue and had majority representation at the May .4,'1988 <br />Park Boani meeting at which time this proposed bike trail was on the <br />agenda. Association members have a number of concenLS about the <br />proposed project and have stated these concerns at the Park Board <br />meeting and in the form of letters to Mr. Maurice Anderson, Dixector of <br />the Park and Recreation Departm~a~t (see attached copies). . <br />The association has a nwnber of concerns - that ea'ttexyd beyond the <br />possible impacts of-the proposed bike trail, ..but are directly and <br />indirectly linked to • that Proposed project • The major concern of the <br />association members is the deteriorating quality of the lake <br />environment and associated impacts on the quality of .life for the <br />conmiunity. The proposed bike trail will further contribute to the <br />negative impacts on the environment caused by poorly planned <br />development projects such as the bike trail. We feel that we dial not <br />get an adequate response to the questions we raised at the meeting and <br />in our letter to Mr. Anderson. More specifically, two major concerns <br />are the negative impacts of the proposed trail on rare bins populations <br />nesting primarily at the south end of the lake and the legal <br />liabilities of lake property owners created by the increased access to <br />the lake because of the trail. Pike Lake represents a unique case in <br />that the lake bottom is platted and is awned by the residents. Mr, <br />Anderson suggested in the. May. 4, .1988 meeting that any enti.zt for <br />
