Director <br />New Brighton City Hall, Parks and Recreation Department <br />803 5th Avenue, N.W. <br />New Brighton, M[~ 55112 <br />Dear Mr. Andersen: <br />At an April 11, 1988 meeting of 34 Pike Lake residents, a general <br />discussion of the proposed bike trail took place. In the meantime, <br />Pike Lake residents have voted to form a Pike Lake association to <br />better represent our ccmunon concerns. <br />The Pike Lake Association, from here on called the association <br />supports the following summary statement: <br />First, the association has a ntm~ber of concerns shared by its <br />memberts that extend beyond the possible impacts of the proposed bike <br />trail, but are directly and indirectly linked to that proposed project. <br />The majorconcerns of the association memnbers are the sedimentation of <br />the lake and associated impacts on water quality and recreational uses, <br />and the proposed bike trail and its potential impacts on the lake and <br />its residents. <br />As to the proposed bike trail, the association members have a <br />ntmiber of questions, the answers to which would help its members <br />evaluate the merit of this and alternative proposals: <br />Who asked for and wants this trail? <br />Is this trail part of a grand plan? If sa, what is this plan? <br />What are the legal rights of the city of New Brighton to develop <br />this trail? <br />What are our rights to maintain the privacy of our lake? <br />Haw will the bike trail impact our quality of lives - noise , <br />lights, pollution and others? ' <br />What are the impacts on bin3 populations such as the rare black- <br />crowned night heron whichnests on the south side of our <br />lake? <br />Are the expected benefits worth spending our tax dollars? <br />Who would reap these benefits? <br />If the trail were developed, would the~city need to control and <br />monitor use of the lake by non-residents and would it be <br />willing to monitor lake use? <br />What are the legal liabilities of residents for injuries incurred <br />by non-residents who would have to cross private properties <br />to use the water? <br />What are the projected costs of the proposed project and who <br />really pays for the development - do Pike Lake residents pay <br />a lazger portion of the cost? <br /> <br />
