AGENDA SECTION: <br />REPORT NUMBER: <br />REPORT DATE: <br /> <br />MEMORANDUM <br />DATE: April 22, 1988 <br />TO: Honorable Mayor and City Council <br />FROM: Erny Mattila, City Planner <br />SUBJc HARSTAD CONCEPT PLAN <br />Members <br />VIII-13' <br />88-130 <br />4/22/88 <br />A detailed .concept plan for the 27.8 acres owned by Harstad Companies <br />and the 3.5 acres owned by the City of New Brighton located south of <br />the recently approved Bent Tree Hills subdivision along 12th Street NW <br />has been received. <br />The subject site is .zoned R-1, Single Family Residential with a small <br />portion of the northeast corner of the site zoned R-2, Two Family.. <br />Residential. The applicant is proposing a mix. of single family homes, <br />townhomes, and apartment buildings with a total of 153 units. This. is <br />substantially more than the R-1 zoning standards allow. A PRD <br />approach would allow 108 units. Some rezoning of a portion of the <br />Harstad property may be needed to accommodate the additional units. <br />• Staff has met with Harstad Companies and their engineering consultant <br />Merila and Associates to review the concept plan. After discussing <br />the plan, it seemed appropriate to begin the review process by sending <br />the concept to the Park Board, Planning Commission and City Council <br />for input. <br />The City owns land within this area which the Comprehensive Plan has <br />designated for park land. The issue of whether the City does indeed <br />want a park in this location and the issue of how much park land the <br />City would require and where, was identified as a logical first step <br />to evaluation and design of Harstad`s development. Since the size, <br />.type, and location of park land would determine the layout of the <br />remaining site area, staff recommended discussing the park issue with <br />the Park Board prior to sending said concept to the Planning <br />Commission (see attached memo from Maurie Anderson). <br />On April 19, 1988, the Planning Commission reviewed the proposed <br />Concept Plan and unanimously passed a motion to "Notify the City <br />Council the Harstad Concept Plan is acceptable to the Planning <br />Commission, and the Planning Commission looks forward to the <br />development of Innsbruck North, New Brighton 5th Addition; recommends <br />Council consider putting in center road at the time of park <br />development". <br />• <br />
