DNR•8
STATE OF
DEPARTMENT OF NATURAL
Box 46; Centennial Bldg., St. Paul, MN
~E; 612-296-3336
RESOURCES
55119
Rle No. - - - _ _ .. -- - - _
..March 26, 1982
Mr. Maurice Anderson
Director, Parks and Recreation
City of New Brighton
1975 Silver Lake Road
New Brighton, MN 55112..
Maurice:
After reviewing your ordinance proposal on Long Lake the WSUM Task Force
has made the following comments anal suggested changes (I numbered them on
the ordinance to make it simpler):
1~J. Sec. 19=30 = Definitions. - You should eliminate the definition
of "wake" here. It is somewhat vague and is not provided for in
our rules. The definition of "slow-no wake" should be sufficient
for your ordinance.
• !2j Sec. 19-31 (Slow-) No Wake Zones. The word "slow" should be
added here as indicated on the ordinance.
~3 J A phrase could be added here exempting "watercraft launching
or landing a skier by the most direct route to open water." Also,
see the attached sheet showing a suggested for~rnat for a sign at
the public access which-could eliminate the need for buoys marking
the 10(1-foot zone. You still may need a few, however.
~j The elevation here is not specific enough. Our Metro Region
ydrology staff recommends 466.2 feet above Mean Sea Leval Datum
measured at a specific reference point. A letter or memo on this
subject will accompany or shortly follow this letter.
5. In both c. and d. the times. should be changed to 12 noon through
or to) 6:00 p.m. This will conform to 6 MCAR § 1.0222 E.1..
~6J Sec. 19-32 - Prohibited Wakr_. = There is some question as to
whether this provision is necessary. A suggestion - how about
combining 19-31 and 32 as follows:
Sec. 19-31 Slow-No Wake 'ones - It shall be unlawful to
operate a watercraft while exceeding a slow-no wake speed:
a. Within 100 feet of shore. .
• b. When the lake elevation exceeds. .
c. From sunset Friday. .
d. On all legal holidays. .
AN EOUAL:OPPORTUNITY EMPLOYER
it .
