• ~ CITY OF NEW BRIGHTON
' REQUEST FOR COUNCIL CONSIDERATION
Agenda Section: yTT-7
Report Number: 83-110
Report Date: Arr i 1 2 0, 19 8 3
dTEM DESCRIPTION: USE OF CITY-Ot'll`TFP C?'P~%F'I, PT?' PROFFP'_T'Y
DEPT. HEAD'S APPROVAL: N/A
MANAGER'S REVIEW/RECOMMENDATION:
No comments to supplement this report ~/ ~ Comments below/attached
EXPLANATION/SUMMARY (attach supplemental sheets as necessary):
The city has received a letter from residents of the North Innsbruck
.area-expressing an interest in seeing the old gravel pit property devel-
oped as public open space.
This property was acquired by the city expressly for use as ,a gravel
pit and has been extensively mined over the years. The property is
3.57 acres in size, is zoned residential and is presently being used
as a leaf composting site. The city property is surrounded on all
sides by property owned by St. Mary's Hospital. Access to the si.~e
s potentially possible through a 30 ft. road easement from ,the south.
The surrounding properties are developing rapidly and St. Mary's is
in the process of exploring options for development of their property.
It would be in the city's interest to initiate conversations with the
adjacent property owners and neighboring residents while its options
are still open.
The comprehensive plan addresses the issue of surplus property in
Chapter 6, page 119:
9. With respect to tax forfeit or surplus City land:
a. parcels should be offered first for acquisition
for park and open space purposes where consistent
with established plans.
b. parcels which might have a function within a re-
newal area should be retained.
c. parcels with a potential use should be retained
but an attempt should be made to lease them for
.low investment, short term productive use.
d. parcels with no probable use should be sold and
returned to the tax rolls.
Recommendation CONTINUED....
o direct staff to investigate possible uses of the old gravel pit
property and report to the council by July 1, 1983.
Maurice H. Anderson
Director of Parks &~. Recreatir
