December 30, 1987
To:
From:
Re:
New Brighton Park Board
Maurice H. Anders~ector of Parks and Recreation
Harstad Companies/Pecks Woods
The city, in March of 1983, received a petition from residents in
the Pecks Woods/North Innsbruck area requesting park development
in their area. Attached are reports, minutes, etc. that
chronicle the events following submission of the petition.
The land in question has recently been purchased by Harstad
Companies and they have indicated that they are planning
development of portions of the site in 1988.
This is one of the largest remaining undeveloped tracts of land
in the city and it is staff's. opinion that this tract should be
planned as a unit and that some recreational amenities should be
included in the development. The city has two parks in the area;
Freedom, and Hidden Oaks, however access to both parks is
somewhat. limited. The city also owns 4 acres of land in this
area, no use has ever been defined for this property.
Ken Briggs has been invited to meet with staff and to attend the
Park Board meeting; to date he has not contacted staff. The Park
Board should be prepared to work with Mr. Briggs to formulate a
plan that will satisfy park needs for residents of this area.
