MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—September 13, 2004 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Mary Burg, Gene Delaune, Dennis Flahave, Linda <br /> Harmon, Ken Johnson, John Kaufhold(7:05 am), and Mark Nelson (7:10 am). <br /> Members/Liaisons Absent: Steve Larson, Maxine Pierson, Gary Stang, an itkowski. <br /> Staff Present: Matt Fulton, Grant Fernelius, David Black, and Patrick Boyla <br /> Call to Order <br /> Linda Harmon called the meeting to order at 7:00 a.m. ed <br /> Approval of Minutes <br /> The minutes of the August 10, 2004 meeting were presented fo val. The minutes were <br /> approved unanimously. <br /> Northwest Quadrant Report <br /> Corporate User. Fulton reported that the staff had sent edtronic its best offer, with a request to <br /> respond by September 30th. We know that the c Vfly has been looking at other sites, <br /> including the Bridges Golf Course in Mounds Vi . we don't receive a favorable response, <br /> we intend to offer the site to other velopers. <br /> Harmon asked whether s r - osts to date would be reimbursed. Fulton replied that <br /> they would be reimbur i only u. sig a agreement; he added that though funds have <br /> been spent faster tha ould • , erwis ve, the money has not been wasted. Fulton noted that this site had been compared <br /> to the US Bandevelopment across the river from downtown St. Paul, but in that case the City of <br /> St. Paul did no mnify for third-party claims, as the company has proposed here. <br /> Benke suggested that it might be time to "cut off'Medtronic. Fulton agreed, suggesting there <br /> would be real benefits in returning to the mixed-use plan, including a larger eventual build-out <br /> and reduced traffic congestion. Black added that the experiences of the last two years would <br /> suggest that the City could target high-quality office users without needing to build office- <br /> warehouse first. Johnson asked whether we could attract something like The Village in Blaine. <br /> Black noted that there is not direct access for retail, recalling that a previous market study had <br /> indicated only 20-30,000 square feet would be feasible.
