All approved.
Northwest Quadrant Report
Design Guidelines
Geoff Martin presented a summary of the proposed Design Guidelines for the Northwest
Quadrant. The objectives are to reinforce the community vision, protect public and private
investment, establish the desired character and intent of principles and codes, and to foster
sustainable high-quality development practices. The main components are the Public Realm, the
Site Design Guidelines and the Architectural Guidelines.
Members questioned whether several elements were addressed in the guidelines. Delaune asked
about the timing of the replacement of the I-694 bridge. Black responded that this decision
would not be a part of these guidelines. Benke suggested that that the City would have to be
prepared to advance the funds and be repaid if it wants the bridge replaced before 2013.
Fulton noted that the city would be looking at the street widths and parking throughout the
development. Several commissioners expressed concerns that there may not be enough parking
for visitors in the residential portion of the development and that the roads may be too narrow.
Black reported that the City will be working with DSU to compare the City's current codes to the
proposed Design Guidelines. The City may create new codes or modify existing standards for
the development to ensure the guidelines are followed.
Black suggested that members continue to review the draft and contact him with any additional
questions or suggestions.
Housing Tour
Before the end of the month, staff will try to set up a tour of similar developments in the area.
