Approved <br /> Stang asked if they knew how rapidly the units would sell. Greenfield and Winter replied that <br /> they have a six-year build out plan for all of the west side. Winter indicated that there will be a <br /> sales center set up in July 2006 with models for the condominiums, which will require presale. <br /> Greenfield reported that senior condos will also start with 50%pre-sold and the townhomes will <br /> start as models without presales. <br /> Larson inquired if they have looked into using pervious pavement to help reduce the amount of <br /> onsite water storage. Greenfield replied that they have not identified any of the paving sources <br /> and have been working with the City staff to design the retention ponds, however if there is an <br /> opportunity to reduce the size of the ponds they will. <br /> Benke asked if they have considered working with the City to offer a trial membership at the <br /> Family Service Center to the potential residents as a part of the sales package. Winter and <br /> Greenfield have not looked into that idea,but would be very interested. <br /> Kaufhold inquired when the commission can tell people they should start watching for sales to <br /> begin so they are not left out. Winter replied that they don't know all of the details yet,but by <br /> spring they will be actively marketing the site. Greenfield added that they are keeping a list of <br /> people who are interested in the site and will have a pre-open house for people on the list and <br /> then a grand open house. Fernelius added that the City also has a list of people who are <br /> interested, which will then be given to the developers. <br /> Motion by Johnson, seconded by Nelson: The EDC recommends to the Council to <br /> REZONE THE WESTERN SIDE OF THE NORTHWEST QUADRANT AS A PUD TO <br /> ACCOMIDATE THIS DEVELOPMENT. <br /> All approved. MOTION CARRIED. <br /> Fernelius reported that the Planning Commission will be meeting on January 17th to amend the <br /> part of the zoning code dealing with the Northwest Quadrant. They will be looking at a plat, a <br /> PUD and a site plan. All of these elements will go before the Council on the 24th of January and <br /> will need to be approved to have the development starts in the spring. <br /> Kaufhold inquired what the firefighting capacity is for the taller buildings. Fernelius replied that <br /> this matter hasn't been discussed,but the ladder truck can reach the proposed heights. Black <br /> added that the buildings over a certain height have to be sprinkled according to the state building <br /> regulations. <br /> Traffic Study <br /> Black noted that the traffic study has shown that a number of the City's intersections are <br /> currently running at marginal levels, and the development will push these intersections into the <br /> unacceptable level of service. The County concurs with the City's approach and is willing to <br /> work with us on any type of project, however funding is a challenge. <br /> Johnson recommended that the City implement the two left-turn lanes at Old Highway 8 and <br /> Highway 96 that the traffic study recommends. He agrees that it would greatly improve the <br /> traffic situation there, is a simple solution and would cost very little. Kaufhold asked if that <br /> intersection would be signaled. Black replied that any intersection not up to an acceptable <br />
