MINUTES
New Brighton Economic Development Commission
Regular Meeting—September 13, 2006
7:00 a.m.
Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa
Harreld, John Kaufhold, Steve Larson, Mark Nelson, Jim Sculthorp, and Bruce Nustad.
Members/Liaisons Absent: Gina Bauman and Gary Stang.
Staff Present: Grant Fernelius, David Black, and Jennifer Lavandowska.
Call to Order
Mark Nelson called the meeting to order at 7:00 a.m.
Approval of Minutes
The minutes of the August 8, 2006 meeting were presented for approval. These minutes were
approved with the following amendment: Harmon suggested that the neighborhood study that
was done several years ago be looked at; the study had supported approved a hotel for the site.
Northwest Quadrant Report
Site Preparation
Black reported that there was a great turnout for the grand opening that was held on September 7.
Larson added that roughly 500 people attended, when a normal turnout is 50. Black reported that
the developers were not taking deposits that day, but made appointments for interested parties to
come back and look at the condos. The developers did a great job of pulling the site together to
get it ready for the open house; the only disappointment was that the Sherman model was not
ready to be viewed. They will be open daily from 11 am to 6 pm through the Parade of Homes.
Post Office
Black announced that the real estate manager for the U. S. Postal Service has confirmed that the
proposal was forwarded to Washington, D. C. It may take 90 days, but he is hoping that it will
be 30 to 60 days for an approval. Staff is waiting to hear from the appraisers for a valuation on
the property for the court hearing. It appears that this issue will go to court and a settlement may
not be reached. Delaune inquired if the staff is optimistic that this will be resolved. Black
replied that staff is very optimistic that the project will be approved. Delaune congratulated staff
and Council for all their hard work on this project.
Ferrellgas
The City received a right of entry agreement from Ferrellgas that will allow survey work and
environmental testing. Testing will not be completed now, because Phase I reports should be
done within six months of acquiring the property. There is no agreement to purchase the
property; the latest City offer would have the City closing on the property by the end of the year
Page 1 of 5
