Black reported that the solicitation for the four office sites would be going out soon. He added <br /> that the Council will be considering advertising for the mixed-use sites on the east side, which <br /> the housing developers believe will help attract customers to the development. <br /> Bauman inquired whom the Ralph Reeder site is being sold to. Fernelius replied that that the <br /> developer from Marv's Transmission site is interested. Bauman indicated that she thought the <br /> site could not be sold for at least a year. Black replied that it is being sold on a contract for deed, <br /> which would keep the ownership under the school districts name until it can be legally sold. <br /> However, the school district and developers have not approached staff about changing the use of <br /> the site. <br /> Brighton Village <br /> Fernelius reported that the hotel would not be developing on the site. Kraus-Anderson is still <br /> trying to put together a deal with Walgreen's to have a stand-alone store,but it is unclear when <br /> that will be finalized. <br /> Nelson inquired if staff knows what Kraus-Anderson is paying in taxes. Fernelius replied that he <br /> does not know,but is sure that it will be reassessed since the building has come down. Benke <br /> suggested that they might end up paying more since the land is more valuable than an aging <br /> building. Delaune suggested that this site is not a priority to Kraus-Anderson and they are not <br /> urgent to redevelop it. He suggested that for the City to maintain credibility,updates should be <br /> posted regarding any process on the site. Harmon suggested that putting an article in the Star <br /> Tribune's North section. Witkowski said that the citizens that he has talked to understand that <br /> K-A owns the property and must develop the site; however, it would be beneficial to have an <br /> update for everyone. Harreld suggested that staff could look into temporary uses for the site <br /> until it can be developed. <br /> Marv's Transmission Site <br /> Black reported that the building has been demolished, and soil sample results should be back in <br /> roughly a week. Barr Engineering will then submit the results to the PCA and hopefully, the <br /> City will not have to do any further cleanup. It appears that construction will begin this fall and <br /> finish next spring. Harmon asked how large the building would be and if there would be <br /> adequate parking. Fernelius replied that the parking will be in the back of the building and they <br /> have met the parking requirements. Harreld inquired if this developer is the same as the Main <br /> Street Village development. Fernelius replied that they are not; the developer for this site is <br /> Timbercraft Enterprises, represented by John Stenglein and Peter Murlowski. <br /> Witkowski asked for a clarification for the purchase price of$350,000 and a selling price of <br /> $175,000. Fernelius replied that the owner of Marv's approached the City because he was <br /> interested in selling the site. The purchase price of$350,000 was based on the land, building, <br /> and business. The site's current market value is $175,000 and the developers are willing to <br /> purchase the site for that amount. Bauman said that Jim Casserly told Council that the site would <br /> never break even. Fernelius replied that establishing a TIF district would help in recouping most <br /> Page 3 of 5 <br />
