MINUTES <br /> New Brighton Economic Development Commission <br /> Regular Meeting—December 12, 2006 <br /> 7:00 a.m. <br /> Members/Liaisons Present: Bob Benke, Gene Delaune, Dennis Flahave, Linda Harmon, Lisa <br /> Harreld, Mark Nelson, Bruce Nustad, Gary Stang, and Jim Witkowski. <br /> Members/Liaisons Absent: Gina Bauman, John Kaufhold, Steve Larson, and Jim Sculthorp. <br /> Staff Present: Jeanna Troha, Grant Fernelius, David Black, and Jennifer Lavandowska. <br /> Call to Order <br /> Mark Nelson called the meeting to order at 7:10 a.m. <br /> Approval of Minutes <br /> The minutes of the November 14, 2006 meeting were presented for approval. All approved. <br /> Northwest Quadrant Report <br /> Site Preparation <br /> Midwest Asphalt. Black reported that City would be closing on the remaining twenty-six acres <br /> of Midwest Asphalt on Friday, December 15th. Staff toured the site the previous week and was <br /> pleased with how it looks. There will be roughly 200,000 tons of Class 7 material left on the <br /> site, which was part of the closing agreement. Staff and Midwest Asphalt are still working on <br /> some of the fine points of the agreement to close the asphalt plant. Fernelius added that the <br /> Council will be approving the notes for the financial settlement at its next meeting. Delaune <br /> congratulated staff on their hard work to get this deal done. <br /> Benke asked if Midwest Asphalt would be crushing the concrete that is on the site. Black replied <br /> that the company has agreed to take up any remaining asphalt, but the concrete from the old <br /> stockyard will remain. Witkowski inquired if there are any contaminated soils left on the site. <br /> Black replied that the City is committed to removing whatever is there down to the water table. <br /> The work will be phased to work around the remaining stockpiles. <br /> Delaune recommended that staff put together a positive article that explains how the property <br /> was purchased, the final outcome, and how it has become a"win-win" situation for both sides. <br /> Fernelius replied that staff would look into placing such an article on the City's website. <br /> Delaune suggested that they also consider placing the article in the Bulletin and Star Tribune's <br /> North section. Fernelius noted that there was recently an article in the Star Tribune's real estate <br /> section about the Northwest Quadrant. <br /> Post Office. Black announced that the U. S. Postal Service has accepted New Brighton's <br /> proposal to relocate the post office. Detailed negotiations will soon begin, especially for the <br /> carrier annex, which will require a change to the zoning ordinance. Construction should begin <br /> Page 1 of 4 <br />
