The prospective buyer for the USF Dugan property <br /> is still in its "due diligence"period, and has not responded to the City's proposal to cooperate on <br /> the use of the site. <br /> Ferrellgas. We are still in a situation that shows no signs of resolving itself. The City has <br /> proposed several possible relocation sites, and the company has not expressed interest in any of <br /> them. The company has apparently done little if anything to locate sites on its own. The only <br /> apparent possibility in New Brighton is to locate Ferrellgas near the Belair property north of <br /> Rush Lake. (Using any part of the USF Dugan site is infeasible due to the high cost of the site.) <br /> If this doesn't work, staff may request eminent domain authorization from the Council. <br /> Demolition. Wickenhauser Excavating completed its work in the Northwest Quadrant. The total <br /> cost was $489,008.34. <br /> Dump Cleanup. Barr Engineering collected landfill gases to assist in the refinement of a <br /> Response Action Plan (RAP) for the entire east side. Results showed initial methane levels of <br /> nearly 90% at the former dump. The gases were exhausted for approximately one week, and <br /> levels dropped to less than 20%. Furthermore, levels come back slowly after the system was <br /> turned off,which would make the idea of flaring infeasible. Barr will use these findings to <br /> design a collection and venting system. The proposed RAP will be completed in August. <br /> Housing Development <br /> The grading work is expected to be completed at the end of July. Installation of utilities will <br /> start before the grading work is completed, working generally from south to north. <br /> Sherman Associates surprised staff by proposing a"small" site plan change in late June. It was <br /> made to allow the amenities for the condominium project to be available for residents in the first <br /> phase, while maintaining the number of units and the required parking. The disadvantage is that <br /> the driveways must be moved, which creates an offset with the Rottlund development to the west <br /> and reduces the area available for median plantings. Additional time will be required to review <br /> the plans (through Planning Commission and Council) and redesign the drainage system. <br /> This "small" change has the potential to set back our schedule to start construction of the first <br /> phase, further reducing the possibility of significant unit construction starting this year. <br /> Office Development <br /> Bowling Alley Site. Staubach Co. representatives have scheduled a meeting with"eight or nine" <br /> Teamsters locals on Monday, July 1 lth. The purpose of the meeting is to gain agreement for the <br /> locals to cooperate on a development project at the bowling alley site. The broker tells us that <br /> the project has become larger and more expensive than anticipated. A majority vote of the locals <br /> will be needed in order move ahead; otherwise the locals may go their own ways. Local#120, <br /> the largest entity, will want to relocate in any event, but the project would become too small for <br /> our site without the other groups.
