Finnemann stated that the site plan will be consistent and the building is heading toward a more <br /> sophisticated appearance. Kaufhold asked where they would be locating the service dock area. <br /> Finnemann replied that it would be located on the highway side of the building. Kaufhold <br /> inquired if there would an increased demand on parking with the building increasing in size. <br /> Becker replied that initial need will not demand the number of parking spaces that the City is <br /> requiring. Black indicated that the basic terms are being worked on and will hopefully go before <br /> Council at their next meeting. He added that APi would like to begin construction this spring <br /> and staff has been impressed with the quality of the building and flexibility of the company. <br /> Becker stated that APi has previously worked with Sherman Associates and that was one of the <br /> reasons they decided on this location. <br /> Benke inquired to the corporate philosophy towards involvement with the community. Becker <br /> replied that APi is very involved with several community organizations; their employees are also <br /> very active in the community. Kaufhold stated that he is very impressed with the proposal. <br /> Larson added that he is excited to have the company in the City and in the development. <br /> Black introduced Mark Nordland from Ryan Companies. The City recently solicited developers <br /> that for the office sites located on the east side of the Northwest Quadrant; Ryan Companies was <br /> the only company that responded to the advertisement. Black stated that the City is excited to <br /> work Ryan Companies again; the company was initially brought in as the master developer for <br /> the Northwest Quadrant and they are very familiar with the development. <br /> Nordland described Ryan Companies as a family-based construction company that moved into <br /> development several years ago. Currently their company's revenue is roughly $9 million, evenly <br /> divided between construction and development. They have been actively purchasing sites to do <br /> business parks and Target is currently their biggest client. <br /> Nordland noted two key features for the Northwest Quadrant office development. The first is the <br /> junction of I-35W and I-694, which is the second busiest intersection in the Twin Cities area. <br /> The second is the sense of space that is being created in the Northwest Quadrant by the City. <br /> Most corporate users will be attracted to high visibility of the sites and will like the community <br /> development that is going on around it. He added that currently the multi-story office complexes <br /> are not a hot market; however corporate development is popular. The main question is the <br /> amount of density that the City would like on the site and how much it can support. Nordland <br /> presented three possible site use plans. He noted that a tenant may want to push the building on <br /> the back of the lots, for better visibility along the highways, whereas the City's Design <br /> Guidelines are calling for the building to be toward the front of the lot. Ryan Companies is <br /> anticipating that the corporate sites can be built out within five to seven years. <br /> Flahave inquired about potential lease rates and if the buildings could be Class A buildings. <br /> Nordland replied that the lease rates should be anywhere from $12 to $16 a square foot and the <br /> buildings would most likely be "Corporate A"buildings, which means they would be one tenant, <br /> high quality building, but not opulent. Kaufhold asked how many employees are anticipated per <br /> square foot. Nordland replied that it is anticipated to have five employees per 1,000 square feet. <br /> Harmon asked if they would be working with the transit system to have bus stops in the area. <br /> Nordland replied that the tenants would work to bring bus stops to the area and encourage their <br /> employees to use the transit system. <br /> Page 2 of 5 <br />
