Planning, Engineering, and Cleanup <br /> Black stated that staff is looking a different options for the cleanup of the geotechnical issues that <br /> were found on the west side, since the current plan is proving too costly. Tract 1 is clean, Tract <br /> X (middle area) is mostly clean,but has geotech issues, and the remainder of Tract 2 has both <br /> geotech and contamination issues. Flahave inquired to what contaminates were found. Black <br /> replied that there were petroleum and solvents found on the site. Sculthorp asked if peat is the <br /> geotech issue. Black replied that peat and its depth is the geotech issue. Fernelius added that <br /> drilling will give the City a better idea of how deep the peat goes. Bauman inquired how close <br /> residential buildings can be placed to contaminated soils. Black replied that the MPCA has <br /> indicated that residential buildings need to be at least one hundred feet away from contaminated <br /> soils. <br /> Nelson inquired if the City can reapply for cleanup grants. Black replied that the City will be <br /> phasing the project so clean up grants can be reapplied. Flahave asked what the total cost is to <br /> purchase all the land for the Northwest Quadrant. Black stated that he does not recall the figures, <br /> which are in a state of flex currently,but when the plan is settled he will bring those figures to <br /> the Commission. Fernelius stated that staff is waiting to see what impact the geotech issues will <br /> have on the residential development and then staff will bring the figures to the Commission. <br /> Witkowski inquired if a cap system could be used in the residential area. Black replied that <br /> MPCA will require a total removal of contaminates to the water table, and then ten feet of clean <br /> fill will be used for replacement. <br /> Railroad <br /> Fernelius stated that staff is currently working with Estes to carve out a site to relocate the wye <br /> and a functional replacement for the Butcher's Spur. Staff is hoping that a term sheet can be <br /> brought before the Council by the end of the month. When the agreement is finalized the rail <br /> road will formally deal with the City. Nelson inquired if the train activity will cease during the <br /> 2007 year. Fernelius replied that it will, however it will be a phased abandonment to work <br /> around the remodeling of Old Highway 8. <br /> Brighton Village <br /> Black stated that there are no updates for Brighton Village. Fernelius stated that staff is hoping <br /> to come back to the Commission with a site plan next month. <br /> Chamber of Commerce Report <br /> Witkowski invited the Commission to the Hee Haw Hootenanny on Saturday, February 10, 2007. <br /> He stated that the price has been increased this year, but no money will be asked for at the <br /> dinner.
