F~ach person who is appointed to serve in the civil defense <br /> <br />~rgency shall, before entering upon his duties, take -an oath in writing <br /> <br />before a person authorized to administer oaUls in this state, or Defore <br /> <br />any officer of the state department of civil defense, the director, or <br /> <br />ground corps supervisor. 'i.'he oath shall be as follows: <br /> <br />"1 , do solelml~' swear (or afi'irm) that 1 will <br />support and defend the Constitution of the TJnited States and the <br />constitution of the state of Einnesota against all enemies; <br />foreign and domestic; that I will bear true faith and allegiance <br />to the same; tha t I take this obligation freely, "(vi thout any <br />mental reservation 01' purpose of evasion; and that I will well <br />and faithi'ull~'l discharge the duties upon which I am about to <br />enter. And I do further swear (or affirm) that I do not <br />advocate, nor am I member of any political part:.:- or organization <br />that advocates -~he overthrow of the Govern:nent of the United <br />States or of this state by force or violence; and that during such <br />time as I am a member or the civil <br />defense agency, I will not advocate nor become a l"nember of an;\!" <br />political party or organization that advocates the overthrow of <br />the Government of the United States, or of this state, by force <br />or violence. II <br /> <br />Subdivision 2. Civil defense volunteers shall be called into <br /> <br />service only in case of a civil defense emergency or a natural disaster <br /> <br />for which the regular municipal forces are inadequate or for necessary <br /> <br />training and preparation for such emergencies. All volunteers si:lall <br /> <br />serve without compensation. <br /> <br />Subdivision 3. Each civil defense vohmteer shall be provided with <br /> <br />such sui table insignia or other identifica tion as maj' be required oy <br /> <br />the director. Such identification shall be in a form and st:J"le approved <br /> <br />by the :federal government. No volunteer shall exercise any authority <br /> <br />over the persons or property of others WjjJlOut his identification. No <br /> <br />person except an authorized volunteer shall use the identification or <br /> <br />a volunteer or otherwise represent himself to be an authorized volunteer. <br /> <br />Subdivision 4. No civil defense volunteer shall carry any f'irear'T1 <br /> <br />while on duty except on "rr:Ltten order of the chief of the Police Department. <br /> <br />Section 6. Emergency Hegulations. Subdivision 1. 'tJhenever necessary <br /> <br />to tl1eet a civil defense er:lergency or to prepare for such an emergency <br /> <br />ror which adequate regulations have not been adopted <br /> <br />the governor or <br /> <br />the village council, the ma:!or may b3' proclamation promulgate regulations, <br /> <br />" <br />
