Motion by Zisla, Second by O'Brien, to WAIVE THE READING AND ADOPT THE <br /> ATTACHED RESOLUTION RECOMMENDING APPROVAL of the Non- <br /> conforming Use Permit and Site Plan NC-02-004 AND LP02-011 subject to the <br /> following conditions: <br /> 1. Approval of a permit by the Rice Creek Watershed District. <br /> 2. The right-of-way vacation approved by the City of New Brighton in 1995, <br /> shall be recorded with Ramsey County and appropriate documentation <br /> submitted to the City prior to a final certificate of occupancy is granted. <br /> 3. The applicant shall work with City staff to modify the landscape plan to <br /> accommodate snow storage issues. <br /> 4 Ayes, 0 Nays. Motion Carried. <br /> PUBLIC HEARING: SP 03-02 Special Use Permit for Main Street Village— Sign <br /> Plans—Pratt Ordway Properties, LP <br /> Consideration of a Special Use Permit application for building and project site signs for <br /> the Main Street Village project, a ten acre site generally located north of County Road E2 <br /> Extension and west of 5th Avenue NW. <br /> The applicant received a Special Use Permit approval May 22, 2001. At that time the <br /> Council approved the Special Use with the condition that"any future change to the plan <br /> shall be submitted under special use permit procedure and when adopted shall become <br /> part of that Plan" (Resolution 01-044). Pratt Ordway Properties wishes to alter the <br /> approved Sign Plan for the Main Street Village Project and therefore requires a public <br /> hearing. <br /> Mr. Boylan reviewed the Findings, Past Action, Site Background and Sign Plan for the <br /> Commissioners. A representative from Pratt Ordway Properties also spoke to the project. <br /> Motion by Baker, Second by Schiferl to CLOSE THE PUBLIC HEARING. <br /> 4 Ayes, 0 Nays, Motion Carried. <br /> Motion by Zisla, Second by O'Brien to WAIVE THE READING AND ADOPT THE <br /> ATTACHED RESOLUTION,RECOMMENDING APPROVAL OF SP03-002, <br /> subject to the following conditions: <br /> 1. The plan shall constitute the permitted signs for that area. Any future change <br /> to the plan shall be submitted under special use permit procedure and when <br /> adopted shall become part of that plan. <br /> 2. The applicant shall submit scaled elevation drawings illustrating proposed <br /> changes for Tenant Panels to be approved by City Staff. <br /> 3. "Gateway" sign complexes proposed at 5th Avenue NW& County Road E2 and <br /> 5th Avenue NW and 6th Street shall have a separate approval process. <br />
