Approved 10-18-2005
Motion by Schiferl, second by Mann to WAIVE THE READING AND ADOPT THE ATTACHED
RESOLUTION RECOMMENDING APPROVAL OF SP05-08.
7 Ayes, 0 Nays. MOTION CARRIED.
General Business: Public Art presentation as part of the Parks, Recreation, and Trails Strategic
Planning Process.
Steve Rymer, Director of Parks and Recreation, reported to the commission that the City has
initiated a Parks, Recreation, and Trails Strategic Planning Process that is being coordinated by
Mr. Greg Ingraham, from Ingraham & Associates. The goal of the project is to create a 10 year
strategy that is consistent with the City's vision, mission, and goals. Upon completion, the City
will have a plan that establishes the foundation for recreation programs, trail and sidewalk
development, and Brightwood Hills Golf Course operations. The planning process will also
include the development of a comprehensive, community-wide youth services strategy and a
public art strategy. The intent of the youth services strategy is to increase cooperation and reduce
duplication of service delivery in an environment that fosters youth involvement and civic
engagement. For public art, the goal is to create a framework for the inclusion of art and how it
can be an integral part of a community. The Northwest Quadrant has been identified as the City's
first opportunity to demonstrate the benefits of public art and how it can be integrated into parks,
public space, and design. The project is divided into two phases. Phase one is to gather
information, solicit community input, and analyze demographic and recreation trends. Phase two
is the document creation period. It is the planning team's goal to have a draft document by
January 2006,with the entire project completed by June.
Greg Ingraham, from Ingraham and Associates, presented the Strategic Planning process and
some of the results that they have received from Brightwood Golf Course. Jack Becker,
Forecast Public Artworks, gave the Commission an overview of public art in the surrounding
areas. Ingraham and Becker answered questions from the Commissioners. Mary Burg stated that
the Council is committed to include art in all up coming projects.
Announcements and Updates: No announcements or updates.
Adjournment
Patrick Boylan, City Planner
I:\COMMISSIONS\PLANNING\Minutes\2005\09-20-05.doc
