Approved, <br /> PLANNING COMMISSION PROCEEDINGS <br /> CITY OF NEW BRIGHTON <br /> Regular Meeting—April 18,2007 at 7:30 p.m. <br /> Present: Commissioners Larry Baker,Bruce Howard, Jim O'Brien, Tom O'Keefe,Karen <br /> Mann,Norm Schiferl, and Paul Zisla <br /> Absent: <br /> Also Present: Council Member Sharon Doffing, Grant Fernelius,Community Development <br /> Director, and Janice Gundlach, City Planner. <br /> • Agenda Review: Motion by Baker and second by O'Brien to move the proposed <br /> Park and Recreation dedication ordinance to the end of the meeting <br /> 7 Ayes, 0 Nays. Motion passed. <br /> • Approval of Minutes: The March 21,2006 minutes were approved. <br /> • Council Action: No Council report was given. <br /> Public Hearings: ZA2006-005 Zoning Code Amendment Related to Specially <br /> Permitted Uses in Residentially Zoned Districts <br /> This amendment would allow churches with commercial kitchens to lease or permit <br /> outside users access for preparation of food not associated with an event held at the <br /> church. The proposed language stipulates conformance with six listed conditions, in <br /> addition to the general special use permit conditions listed in Section 8-130. Any user <br /> attempting to operate out of a church (or library, museum, college or school)under this <br /> ordinance would be required to appear before the Planning Commission and City Council <br /> for review and approval of a Special Use Permit. As noted in condition#6, both the <br /> property owner and business owner are required to be co-applicants. <br /> Preparation of this ordinance amendment arose out of a local caterer who attempted to get <br /> a license to operate at Atonement Lutheran Church, which is located on the southwest <br /> corner of Silver Lake Road and Rice Creek Road. The Zoning Ordinance does not allow <br /> such a commercial use in a property that is zoned for multi-family residential. The <br /> attached amendment has been drafted after a clearer understanding of the extent of his <br /> proposed use of the church kitchen and general Council support. The proposed language <br /> only allows preparation of food and nothing more. Applicants wouldn't be permitted <br /> overnight parking, signage, outside storage, etc. <br /> Schiferl inquired how events with food are handled by City.
