The public hearing was tabled to allow staff to research the proposed cash/land
dedication requirements and the current/anticipated park needs.
The Park, Recreation & Trails Strategic Plan outlines the needs throughout the City
regarding park land acquisition, trail construction, and public art opportunities/sites. The
Finance Department has identified the anticipated costs for capital improvements to local
parks and trails. Some of these costs are eligible for inclusion in the park dedication
fund. Together, these exhibits specifically identify upcoming needs and anticipated costs
in an effort to provide a justification for collection of park fees from commercial and
industrial property.
For the last several years the City Council has budgeted funds through its non-fleet
capital replacement program to help with future park and recreation capital needs. This
year the City Council eliminated the funding to control costs. The proposed ordinance
creates a mechanism to address these needs.
