Zaytsev stated that with his site plan they <br /> would have enough stalls and would possibly be able to add one or two. Baker replied <br /> that Staff Plan A is to scale and shows that the drive aisle width would not allow for <br /> additional parking. Zaytsev replied that his site plan is similar to the 2003 plan, except he <br /> has taken ten feet off the front of the building to allow for additional parking in the front <br /> of the building. Fernelius stated that on the 2003 site plan the parking on the east side of <br /> the building is parallel and the drive width is seventeen and half feet wide. Baker told the <br /> applicant that the revised site plan that he has submitted with this application is not <br /> acceptable, because it is not to scale. Baker asked the applicant if they would build the <br /> building if car sales were not approved. Zaytsev replied that he would not go ahead with <br /> the building. <br /> Baker stated that since five stalls would have to be dedicated to automotive sales, he <br /> would not be able to approve the dealer's license. Mann explained to the applicant that <br /> because the site is so small the Commission is struggling to approve the application. She <br /> added that even though he plans on a small scale to do car sales, the special use permit <br /> will stay with the site and after he leaves someone could purchase the site and do a large <br /> scale automotive sale which is not appropriate to the site. Zaytsev replied that he is <br /> meeting the parking requirements and has seen several automotive sales and repair lots <br /> that are of a similar size and they work well. He added that he would not be able to <br /> continue to own the property without the approval. Fernelius stated that one option is for <br /> the Commission to approve the 2003 plan and if the applicant is able to secure a dealers <br /> license at a different location then he would be able to do the type of business that he <br /> would like. Zaytsev replied that he is not able to secure another location; the main reason <br /> he purchased the land was to do car sales and repair. <br /> Baker stated that he would not be able to approve it with the automotive sales. Zaytsev <br /> asked for a clarification on why it can not be approved. He stated that he is meeting the <br /> fifteen parking spaces requirement and all the other requirements that have been asked of <br /> him. Baker replied that since the State requires five stalls dedicated to the auto sales, he <br /> is now falling short of the required stalls that the City is requiring. The applicant <br /> inquired if he built a two car garage would he meet the requirements. Baker asked staff <br /> to pull up the staff recommended site plan B and tell the Commission what the parking <br /> requirements are for that site. Gundlach replied that eleven stalls are required and if the <br /> cars sale was approved then five additional stalls would need to be added. The Site Plan <br /> B would only allow for an additional two stalls. Mann stated that there are still some <br /> questions if the front four stalls are large enough for parallel parking. O'Brien replied <br /> that the variable is the size of the cars. He asked the applicant if having the two stalls in <br /> the back of the building worked for the applicant. Zaytsev replied that it does. <br /> Mann inquired how the special use permit for car sales would be enforced. Gundlach <br /> replied that has been an ongoing concern for staff.
