MOTION APPROVED. <br /> Public Hearings: SP2006-009 Special Use Permit to Amend the General <br /> Development Plan of Main Street Village to Allow a Coffee Shop Drive-Thru <br /> The applicant is requesting a Special Use Permit in order to construct a drive-thru lane at <br /> the west end of the retail building located within Main Street Village. The zoning of the <br /> property is B-4, Downtown Business which requires review of all changes to the <br /> approved General Development Plan. This allows the City to review the change in <br /> relation to the entire development and place conditions deemed appropriate on any <br /> approval that will run with the land. <br /> The drive-thru will be associated with the recently opened Limu Coffee, which occupies <br /> the most southwesterly space within the retail building located at the corner of 5th Avenue <br /> NW and County Road E2 Extension. The applicant has provided a proposed site plan <br /> with 5 alternative plans for discussion. The plans include either an exit out onto County <br /> Road E2 Extension or a turn-around option.
