Approved Greg Massie, Cement Masons Business Representative located at 2180 Old Hwy 8 directly adjacent to Belair, stated that they have been neighbors with Belair since 1999 and the applicants have been excellent neighbors and his company hardly notices that there is a crushing operation going on next door. The applicants also clean the streets twice a day. While there is quite a bit of truck traffic there are speed bumps installed and the traffic has never been an issue. Belair and Midwest have great reputations in the industry and he would support the application and believes it would be good for the City. Eric Chambers, co-owner of the Fed-Tec building due north of the production facilities, stated that there are four different business in the building and over one hundred employees through out his building. Historically, Belair has had bad dust problems that his company has complained about and while recently the dust has gotten better it is still an issue. Because, Belair is located on an open plain area, in the spring and summer the wind picks up the dust and carries it over to his building and as a result they have to regular clean product before it is shipped out to make it look better. They would appreciate any efforts to make the dust situation better. The proposed asphalt plant's steam plume will be an issue, when the winds blow just right the plume will go into his building. He has two employees that have very bad reactions to petroleum smells,which the asphalt plant emits; they may have to leave for the day. He is also concerned that if the building smells of asphalt they may have a hard time retaining and getting employees. He remains concerned about the dust, odors, and steam plumes that may get into the building. They were also not asked to sign the petition and reiterated that Shelly Bitran was not clear on what she was signing. Brian Scholberg, Dymax, asked how many acres make up the site. Stiengline replied that the site has nineteen acres. He asked if Midwest Asphalt would be a tenant or a joint owner of the site. Steingline replied that Belair is currently using only thirty percent of the site, which is a landfill, and there is nothing else that can be put on the site. He added that they are prepared to spend quite a bit of money to increase the value of the property and bring in jobs to the area. Scholberg inquired if the City needs Midwest Asphalt to move and how the site was selected. Steingline replied that he does know that there have been studies done that showed that by having an asphalt plant in the community has saved the City money. However, this application is not tied to Midwest Asphalt moving off of their site. Scholberg asked if the cement and concrete are new additions to the plant, he does not remember seeing those proposals in any write-ups. Steingline replied that there has always been mention of an asphalt and concrete production. Scholberg inquired if there will be there is a new rail spur since it is on the drawing or does the rail spur already exist. Steingline replied that it is a proposed rail spur. Scholberg stated that he was led to believe that a rail was going to be proposed to go thru the property up to Tyson property in Mounds View and would like to know if it is still part of the development plan. Speckter replied that it is not part of the proposed plan before the Commission this evening, but remains on the drawings to acknowledge that the rail expansion has been discussed. Scholberg stated that the dust is his main concern and he is also concerned about the proposed silo and the steam plume with how close it is to the building. And if the fumes blow straight into the building, he is concerned how is will affect his business.
