Approved
PLANNING COMMISSION PROCEEDINGS
CITY OF NEW BRIGHTON
Regular Meeting—February 20, 2007 at 7:00 p.m.
Present: Commissioners Larry Baker, Bruce Howard, Karen Mann, Jim O'Brien, Tom
O'Keefe, Norm Schiferl, and Paul Zisla.
Also Present: Council Member Sharon Doffing, Grant Fernelius, Community
Development Director and Janice Gundlach, City Planner.
Agenda Review: Agenda approved.
Approval of Minutes: The October17, 2006 minutes were tabled until the April 17,
2007 meeting.
Council Action: Council Member Doffing reported that on January 17, 2007 a meeting
was held with staff to review the geotechnical and contamination issues in the Northwest
Quadrant. The good news it that the developers are very committed to developing this
project and will be scaling back the plans for the residential development. If the City had
gone forward with the original plan the remediation cost could have been between $26
and $39 million. Staff and the developers have been working together in coming up with
a more feasible plan. It appears that there are 8 to 10 acres that are unusable and will be
converted into a park.
Doffing announced that APi Group will be constructing their new headquarters on the old
bowling alley site. She also introduced the new City Manager, Dean Lotter. Lotter stated
that he is very excited to be here at the City. He added that the staff has been extremely
helpful and supportive during this time as he learns about the City.
Public Hearings: PL2007-001, FP2007-001, LP2007-001, VN2007-001, and NC2007-
001 Preliminary & Final Plat, Site Plan Review, Variance, and Nonconforming Use
Permit to allow construction of an addition connecting the existing two industrial
buildings at 52 & 55 Mound Avenue
The applicant has proposed a number of land use applications in order to construct an
addition that would connect the existing two buildings, located at 52 & 55 Mound
Avenue, known as Cheetah Precision. The northerly building (52 Mound Avenue) was
approved and constructed in 1994. The southerly building (55 Mound Avenue) predates
establishment of any formal zoning regulations. Currently, each building lies on its own
lot with Cheetah Precision operating its business in both buildings. Upon approval and
construction of the addition and all site improvements, the property would function as
one business on a single lot. In addition, the owner has obtained the single family lot
C:ADocuments and Settings jgope local Settings Temporary Internet Files\OLK28\02-20-2007(2).doc Page 1 of7
