r~ <br />~~ <br />Sculthorp inquired if the developers are still interested in working on this development. Black replied that the <br />developers are still interested in the development, but a new agreement will need to be created. 1~lahavc <br />inquired if the City has a "Plan B" for the Northwest Quadrant in case the residential developers pull out of the <br />development. Black replied that there are no other plans; the west side of the development will be residential. <br />Stang inquired if Flahave knows abaut something that would cause the developers to leave the project. Plahave <br />replied that with the cost of the land and remediation getting so high and the condo market so bad, he can't see <br />them going through with the development. Black suggested that there are always fluctuations in the market <br />and, while it may take more time to build out, it will go through. <br />Chamber of Commerce 1Zepart <br />Witkowski reported that the annual Gala went well. 1-le added that a "State of Cities" luncheon will be held in <br />roughly two months; it is a good opportunity to find out what other communities are planning. <br />Other Business <br />Harmon inquired if the Council is looking for any input from citizens regarding the moratorium for electronic <br />billboards. 1-loffman replied that they are looking for input and it should be given to the staff. Black stated that <br />the City has an ordinance prohibiting the construction of any new billboards; however, Clear Channel will <br />oppose the City taking any of the current locations that are required for redevelopment. The company is very <br />~gressive. Harmon stated that she is concerned that they will make the existing billboards electronic. <br />Sculthorp asked what is being developed on the old Hubcap Warehouse site. Black replied that Rush 1,1ake <br />Office is being constructed; it will have two luxury condos at the top and office space below it. <br />Hoffman stated that she understands the frustration with the geotechnical and contamination issues that have <br />come to light with the Northwest Quadrant, but suggested that it is very important that the leaders of the <br />community be positive about the development. It is critical that the development have the support of the <br />community for it to succeed. Black agreed, adding that the president of Rottlund recently suggested stated that. <br />if there is an impression of a "failed development" it could kill the project. Benke added that he recently heard <br />a rumor that the development would cast each taxpayer in the City $6,500.
