Appr~ovec~ <br />~nouncements <br />Gundlach stated that staff presented to Council a sign moratorium far electronic reader board style signs, most <br />notably billboards. Council tabled that request and asked for additional information. Staff has gathered the <br />additional information requested by the Cauncil and will bring the request back before them at their next <br />meeting on March 27`". The Council will be requested to adopt the sign moratorium in regards to electronic <br />reader boards, so the planning process can be preserved. <br />O'Brien inquired if the staff knows anymore information than what has been published. He added that he has <br />heard that a judge had overruled Minnetonka. Gundlach replied a temporary injunction had been issued and <br />stated in the interim, until the law suit is completed, Minnetonka must provide power to the build board. <br />However, the temporary injunction placed a condition that it can only flash ante per hour and it must be turned <br />off at night. She added that Minnetonka has hired SRF to do a study on the traffic safety implications of these <br />types of signs, with results expected next month. Once the study is complete the League of MN Cities will be <br />hosting a meeting far all the cities to learn what the study has concluded, <br />Updates <br />Baker inquired to the status of Belair and Midwest Asphalt plan. Gundlach replied the Cauncil denied the <br />request to run an asphalt plant on the property. Baker stated that there were some issues brought to staffs <br />attention that Belair was doing unapproved activities. Gundlach replied that staff needs to research the several <br />approvals for the site to determine if they are in violation of them. <br />Baker asked if staff has any further information regarding the Commercial Park Dedication. Gundlach stated <br />~t she has requested a meeting with the City Manager, the City Attorney, and the Director of Parks to decide <br />a process whereby the fee could potentially be reduced. Cheetah Precision is not willing to go before <br />Council until the Park Dedication has been decided. 1'he company has expressed to staff that they are not <br />willing to pay a Park Dedication Fee and will be submitting a letter to the City Manager and the Council <br />regarding this issue. Baker stated that the Park Dedication should be determined before it comes to the <br />Planning Commission, he feels the process is currently backwards. Gundlach replied that she does understand <br />the developer's frustration with not knowing how much their Park Dedication fee will be until the process is <br />over. <br />Baker inquired if Kraus Anderson will be bringing forth a new site plan. Gundlach replied that several weeks <br />ago, Kraus Anderson presented a site plan that contains an LA Fitness, medical office building, and some retail <br />space. Them were some issues on the setbacks for the retail strip center. They have not come back to staff with <br />a revised site plan that addresses those issues. <br />Schiferl inquired to the status of creating an advisory group to work on the Comprehensive Plan that is made up <br />of a member from each Commission. He added that he is interested in being on the advisory group. Gundlach <br />replied that a Department Head meeting was held regarding the Comprehensive Plan. Afallow-up meeting will <br />be held at the end of the month to figure out a potential ways to proceed. This information will then be <br />presented for Council consideration.
