Th <br />That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br />That the special use will not be injurious to the use and enjoyment of other property in <br />the immediate vicinity for the purposes already permitted, nor substantially diminish and <br />impair property values within the neighborhood. <br />That the establishment of the special use will not impede the normal and orderly <br />development and improvement of the surrounding property for uses permitted in the <br />district. <br />That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br />being provided. <br />That the special use shall in all other respects conform to the applicable regulations of the <br />district in which it is located. <br />Planning Commission and City Council find the conditions of Section 8-130 to be met as <br />patio meets all required setbacks, the streetscape of Palmer Drive will be improved, <br />.conforming parking stalls will be eliminated, and the Site Plan compliments the most <br />~ntly proposed development plan for Brighton Village. <br />Now T BEFORE BE IT RESOLVED, that based upon the above findings of fact the application for <br />a Site lan Review (SP2007-002) and Special Use Permit (SP2007-001) aze hereby approved <br />subje to the following condition: <br />1.
