Yield Signs
Yield signs should be used if engineering judgment indicates that at an intersection where a
special problem exists and where engineering judgment indicates the problem to be susceptible
to correction by the use of a YIELD sign.
This criterion is not met for yield signs. However, the Uniform Traffic Control Devices
Committee is considering proposed language recommending yield signs in local neighborhoods
where the combined traffic volume of all approaches exceeds 2,000 vehicles per day. In this
case, the combined intersection volumes are less than 1,000 vehicles per day, not meeting this
new criterion.
OTHER: TRAFFIC CALMING
The City's policies for traffic calming are contained in the August 4, 1999 New Brighton
Comprehensive Plan. Pages from the plan have been incorporated as an attachment to this
report. Number 6 of the plan policy states "Consider traffic calming measures on local streets
only where the 85~' percentile speed exceeds the posted or statutory speed by 5% or more,
excessive cut-through traffic occurs, and/or traffic volumes exceed 1,000 vehicles per day."
None of these warrants are met and the intersection only has an ADT of 476 vehicles per day.
No traffic calming measures have been considered.
RECOMMENDATION
I would recommend that the stop sign request be denied.
i~~ .
i
Grant yff ls, F.E.
City Engineer /Dire ~
of Public Works
3/16/2007
Date
Attachments
Location Map of Household Petition Signatures
Petition received by City Council on November 28, 2006
2006 Aerial Photo of Intersection
Comprehensive Plan -Traffic Calming Pages 8.13 & 8.14
Traffic Counts from November 9-15, 2006
speed counts
