Planning Commission Minutes - January 16, 2001 <br />Page 3 <br /> <br />Zisla asked if the conditions around the north side of the pond could worsen. Wickman said the drainage <br />would be directed into the infiltration system. Zisla confirmed that the situation would not get worse and may <br />improve. <br /> <br />Baker noted there is much drainage traveling to the smaller pond in the baseball field area. Linton said the <br />volume of the pond is larger than the flow, and the drainage will need time to soak into the ground. <br /> <br />Wickman confirmed that the borings found no ground water at the 25 foot depth, and it is felt the water table <br />may be significantly deeper. One solution would be to install a drain filtering system under the pond which <br />would connect up to the piping system running to the north. <br /> <br />Linton believes the RCWD prohibits under drains within a infiltration basin. One alternative would be <br />installation of permanent wet pond which may introduce more water into the ground table. Locke verified that <br />the City Engineer has reviewed the latest drainage calculations <br /> <br />Pelsman said the goal is to correct any problems which could arise from this project, and assist to alleviate <br />past problems Other than performing underground analysis, this approach would improve the current <br />situation. Also noted was that the requirements for public safety access and fire lanes become less restrictive <br />with a fully sprinkled building. ATS&R was not asked to provide another fire access. <br /> <br />Baker raised the issue that the Commission has not been provided updated drawings containing landscaping <br />and grading changes, and questioned if the item should be delayed until their review. Zisla added that <br />Council review will occur next week, and suggested provision of updated plans added as a condition of <br />approval. Wickman noted willingness to meet with the City Engineer and RCWD to clarify and resolve <br />drainage issues. Zisla noted the difficulties involved in moving a project forward when initial questions are <br />unanswered. <br /> <br />Locke confirmed that the changes proposed by the Commission involve relocating the north filtration pond <br />rd <br />farther to the west and south away from the neighbors on 23 Ave.; and provision of grading and landscape <br />th <br />plans for the property at 2260 7 St. The Commissioners reiterated the need for closure and identification of <br />a system to ensure that water not mitigate toward the east into the homes. <br /> <br />Baker agreed it would be beneficial for the City Engineer to work with the applicant to consider reliable <br />methods ensuring the project would create no offsite drainage issues. <br /> <br />CLOSE THE PUBLIC HEARING <br />Motion by Zisla, seconded by O’Brien, to . 5 Ayes - 0 Nays, Motion <br />Carried. <br /> <br />Motion by Zisla, seconded by O’Brien, to <br />WAIVE THE READING AND ADOPT THE ATTACHED <br />LP00-13SP00-17, subject to the following <br />RESOLUTION RECOMMENDING APPROVAL OF AND <br />conditions: <br />1. Perimeter curbing must be installed around the off-street parking area. <br />2.
