Planning Commission Minutes - March 20, 2001 <br />Page 2 <br /> <br />Community Development Director Kevin Locke verified that the proposal is consistent with the Comprehensive <br />Plan and Metropolitan Council recommendations. <br /> <br />rd <br />Jim Nygaard, 130 3 Ave. SE, believes retaining of the residential zoning designation allows for future <br />construction of a home in the event of a business closure. <br /> <br />Roger Dahl, 228 New Brighton Rd., said the current business owner is a great neighbor, but noted hesitation if <br />the property were resold to another business associated with increased traffic. <br /> <br />rd <br />Earl Midland, 209 3 Ave. SE, prefers that the residential designation be retained. Baker added that if the <br />building was damaged more than 50%, then the non-conforming use designation would be eliminated. <br /> <br />Baker asked if a beauty shop would be an allowable use in a B-1. Andrle explained that B-1 and B-2 are fairly <br />similar low intensity business uses compatible for neighborhood business. Baker questioned whether a B-1 <br />designation would restrict evening hour traffic. Locke said the intent of the Comp. Plan is to develop a <br />neighborhood business at this corner. Zisla noted that the parcel does not meet required setbacks. Locke <br />explained that the parcel requires a greater setback area due to its proximity to the adjacent residential area. <br />Zisla verified that the building cannot be reused as residential property. Andrle said the property owner stated <br />no objection to the rezoning. <br /> <br />rd <br />Mary Kay Campro, 3 Ave. SE, strongly opposes the rezoning, and verified the business would be non- <br />conforming. <br /> <br />CONTINUE THE PUBLIC HEARING TO APRIL 17, 2001, DIRECT <br />Motion by Baker, seconded by O’Brien, to <br />STAFF TO INVESTIGATE THE POTENTIAL REZONING OF THE PARCEL TO B-1 PROVIDING FOR THE <br />EXISTING BUSINESS TO REMAIN, AND INVESTIGATE THE CONSISTENCY OR POSSIBLE CHANGES TO <br />THE B-1 SECTION OF THE COMPRENSIVE PLAN. <br /> 6 Ayes - 0 Nays, Motion Carried. <br /> <br /> <br />th <br />Public Hearing: Special Use Permit for Salem Covenant Church, 2655 5 St. NW, to construct an addition to the <br />existing facility. <br />The addition will consist of new multi-purpose/fellowship areas on the main level, classroom space in the lower <br />level and entryway including a covered drop off area. Staff does not feel the space would negatively affect <br />neighboring properties and not be detrimental to public health and safety. The proposal includes 230 parking <br />stall with 8 ADA spaces which adhere to the City parking standards. <br /> <br />Schiferl asked how many existing parking spaces will be lost. Boylan said about 11 existing parking stalls will be <br />removed to allow for handicap accessibility and vehicle movement. These spaces will be relocated to other <br />areas on the church property. <br /> <br /> CLOSE THE PUBLIC HEARING <br />Motion by Baker, seconded by O’Brien, to. 6 Ayes - 0 Nays, Motion Carried. Hearing <br />Closed. <br /> <br /> <br />Schiferl believes there is a legitimate concern relating to the amount of on-street parking occurring on Sundays <br />and Mondays, and asked if the Church anticipates on-street parking on a regular basis. Boylan did not have <br />opportunity to observe Sunday parking arrangements, but noted weekday parking could be attributed to overflow <br />at Pike Lake School. Boylan has not received complaints regarding off-site parking.
