<br /> <br />Planning Commission Minutes –July 17, 2001 Page 1 <br /> <br />PLANNING COMMISSION PROCEEDINGS <br /> CITY OF NEW BRIGHTON <br /> <br /> <br />Regular Meeting – 7/22/01 at 7:30 p.m. <br /> <br />Present: Commissioners Larry Baker, Jim O’Brien, David Schmitz, Norm Schiferl, and Paul Zisla. <br /> <br />Absent: Commissioners Jeff Schopf and Thomas O’Keefe <br /> <br />Also Present: Patrick Boylan, City Planner <br /> Kevin Locke, Community Development Director <br /> Char Samuelson, Council member <br /> <br />Minute Approval <br />• – June 19, 2001, minutes were approved. <br />Agenda Review - <br />• The agenda was adopted as written. <br />Council Action <br />• - Approved all Planning Commission recommendations. <br />- Also approved Salem Baptist Church sign. <br />- Heard presentation on Brighton Village. <br /> <br />Public Hearing: Main Street Village, LLC – PL 01-004 <br />Consideration of replatting of the Main Street Village site. This is south of the old Hwy 8 curve and <br />th <br />to the west of 5 avenue NW., the former Tom Thumb site. The Public Hearing is to consider and <br />approve a preliminary and final plat for the six properties to be consolidated into one. A residential <br />building was approved by the City Council June 26, 2001. Re-platting the site would consolidate the <br />parcels into one lot in which to develop the approved residential building. The zoning on the site is <br />now B-4, Downtown Business, which allows residential uses. This is part of the ongoing <br />redevelopment by Main Street Village, LLC. The staff believes re-platting is consistent with the <br />city’s goals and policies. <br /> <br /> <br />There being no comments from the audience, <br /> <br /> <br />CLOSE THE HEARING. <br />Motion by Schiferl , seconded by O’Brien, to 5 Ayes – 0 Nays. Motion <br />Carried. <br /> <br />Commissioners felt there has been a lot of discussion on this matter previously. <br /> <br />Motion by O’Brien , seconded by Schiferl, to approve the staff recommendation. 5 Ayes – 0 Nays, <br />Motion Carried. <br /> <br />Public Hearing: SP 01 – 09 , NC 01-02, & LP 01-09 <br />Consideration of a site plan , Special Use Permit and a type IV Nonconforming Use Permit to add <br />th <br />onto an existing facility at 185 5 Avenue SW, known as Weyerhaeuser Recycling. The purpose of <br />the proposed addition would enclose the outside storage of recyclable materials. The existing <br />building is 38,200 square feet. If constructed, the total would be 46,700 square feet. <br /> <br />A nonconforming use permit is required because the parking lot is within the front yard setback, the <br />building is within the front yard setback, the parking lot surface is not entirely bituminous or <br />concrete, the parking lot does not have curbing, the site does not meet the parking requirements for a <br />warehouse. <br /> <br />A special use permit is required because at any given time there are several semi-truck trailers parked <br />near the east property line.
