The plans have been moving
forward over the last calendar year. Mr. O’Brien’s firm is the architectural firm involved. He can discuss
the site plan here tonight.

The proposal is to combine the police and fire departments into a Public Safety Facility. The bottom floor
would have sally port for several police vehicles, a holding cell, etc. and the next two floors would be the
offices for fire and police. The area proceeding to the south along Old Highway 8 would be apparatus
based for fire equipment, large vehicle equipment.

The parking and layout scheme has changed a little bit. There is substantial landscaping that does exist on
this site.

Right now the entire site is zoned R-1-A with the exception of the fire hall which is zoned B-4,
downtown business. According to conversations with the City Attorney, the City could rezone the whole
thing to B-4 and do a general development plan. Another option would be to rezone this portion to R-1A
and then take a look at setback and height and if we need variance approach it at that time. No matter what
happens with the rezoning, an Amendment to the Conference of Plan is necessary.

There was a neighborhood meeting two weeks ago in this room for immediate neighbors. Notices were
sent out to property owners within 400 feet of the site. Residents expressed concern about the design,
exterior materials on the building, the amount of traffic, the light that would be given off, the noise of
returning vehicles and other matters such as that.

I:\COMMISSIONS\PLANNING\Minutes\2001\10-16-01.DOC
1
