<br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br /> <br />Regular Meeting 12-18-01 7:30 p.m. <br /> <br />Present: <br />Commissioners Larry Baker, Jim O’Brien, Norm Schiferl, Thomas <br />O’Keefe, David Schmitz, Jeff Schopf and Paul Zisla <br />Absent: <br />none <br />Also Present: <br /> Patrick Boylan, City Planner <br /> Char Samuelson, City Council <br /> Kevin Locke, Community Development Director <br /> Mark Andrle, Community Development Specialist <br /> <br />? <br /> Minute Approval - <br /> November 20, 2001 <br />? <br /> Agenda Review - <br /> Addition of discussion regarding future <br />contracts for demolition and construction waste. <br />? <br /> Council Action <br /> <br />Santa program doing very well. <br />Approved levy of 48 %, a portion of which is the <br />debt service on the new Public Safety building. <br /> <br />Public Hearing: Special Use Permit and Site Plan – SP 01 – 14 – Bob Smith <br />Consideration of a Special Use Permit and Site Plan to allow an automotive service and <br />repair center at 2350 Palmer Drive, the current South China Island Inn Restaurant. The <br />applicant is proposing to remodel to facilitate traffic through the building from the east <br />side to the west side of the building and all proposed automotive repairs are proposed to <br />take place inside of the building. The area map was displayed showing the zoning. The <br />proposed application is consistent with the Comprehensive Plan. It was explained the <br />existing use is a restaurant. The proposed automotive service and repair center would not <br />include gasoline sales or a car wash. Land uses to the north have been indicated. The <br />parking spaces required are 38. <br /> <br />The applicant will remove the curb and pavement and plant new grass in that area. The <br />landscaping and screening is of concern. The applicant has been spoken to about this and <br />is in agreement. The City Forester and Mr. Boylan felt there could be additional <br />plantings along the boulevard area, along Palmer Drive and then as additional screening <br />on the east side to the single family residential portion of the community to the east. <br /> <br />Automotive uses are an allowed use in the district under a Special Use Permit process. <br />Mr. Boylan stated he had received as of the meeting, four phone calls, two messages and <br />two were spoken to in person. All four phone calls were against the proposal and <br />believed the site could be better used and were concerned about the expansion of <br />automotive uses along Palmer Drive and thought Amoco was enough and were concerned <br />about the noise at the Amoco site. <br /> <br />In the Special Use Permit Process, the City Code takes a look at for commercial <br />properties that abut residential properties is a buffer. The site plan shows two lamps. <br />The staff would like to see an updated site plan as well that would talk about lighting on <br /> <br />
