Teague showed slides of the site.

Schiferl asked if Teague had traffic statistics for the 21st Avenue NW. Teague responded the Met Council
provided the traffic information for the major roads. Silver Lake Road generates 15,000 trips per day.

Schiferl stated that, since the City does not plan to buy this parcel for a park site, this site will be residential,
either now or in the future. Teague stated the site was designated for single family development in the
Comprehensive Plan, which was updated in 1988. Schiferl said the issue was not whether to develop the site
or never to develop the site. Teague said that was correct.

Larry Beach, the applicant, was present and had nothing to add to Teague’s report. Because the item is a
public hearing, Baker invited the audience to speak.

Kay Bannister Schaffer, 1650 23rd Avenue NW, said that each person who will speak this evening is
speaking for 90 percent of the neighborhood. Schaffer said the first issue she would address is about the

I:\COMMISSIONS\PLANNING\MINUTES\1998\06-16-98.WPD
