David <br />APPROVED <br />Schmitz and Paul Zisla, Thomas O’Keefe <br /> <br />Absent: <br />Jeff Schopf <br /> <br />Also Present: <br /> Patrick Boylan, City Planner, Kim Moore-Sykes, City Council <br /> <br /> <br />? <br /> Minute Approval - <br /> June 18, 2002 <br />? <br /> Agenda Review – <br />No additions <br />? <br /> Council Action - <br /> Council Member Kim Moore-Sykes <br />At 6-25 meeting, Council approved Special Use Permit for <br />United Theological Seminary to expand. <br />Approved preliminary Concept Plan for NW Quadrant and <br />authorized preparation of AUUR environmental review. <br />Reviewed front porch setbacks and kept ordinance intact for now. <br />At 7-09 meeting, Council authorized issuance of Revenue Funding <br />Bonds for Golden Pond. <br />Considered application for Metro Council Funding for NW <br />Quadrant Redevelopment project. <br />Met with Alternative Revenue Task Force. Discussed user <br />fees, joint powers agreements and other creative approaches . <br />Discussed I-35 W Coalition activities. <br /> <br />Public Hearing: PRD02-002 LP02-009, PL02-004 Preliminary Review of Planned <br />Residential Development, Site Plan and Preliminary Plat – Humphrey Engineering <br />on behalf of Nedegaard Custom Homes. <br />Consideration of an application to construct a 20 unit townhome development and <br />subdivide the property into townhome lots. The property is located at 2700 Linden <br />Drive, NW, and is zoned R-3B, Multiple Family Residential. Each townhome unit would <br />be owner-occupied, containing a two-stall garage. <br /> <br />Mr. Boylan presented the background information to the Commissioners. The aerial <br />photos and updated site plan and staff report were reviewed. The two-step process for the <br />PRD was explained. <br /> <br />John Feges of Nedegaard Custom Homes and Elness Swenson Graham Architects, <br />addressed the Planning Commission and answered questions from the Commissioners. <br /> <br />Planning Commissioners asked questions about visitor parking and snow removal plan. <br />Mr. Feges agreed to work with City Staff to address these issues. <br /> <br />
