Motion by Baker, second by O’Brien to WAIVE THE READING AND ADOPT THE <br />ATTACHED RESOLUTION <br />RECOMMENDING APPROVAL OF SP 03-05 <br />with the following conditions: <br /> <br />1. The applicant shall remove existing concrete along the south lot line to improve <br />surface run off to be approved by City Planner. <br /> <br />6 Ayes, 0 Nays, Motion Carried. <br /> <br />Mr. Blair was advised he could apply for a variance in the future if he would like changes <br />not consistent with impervious surface requirements. <br /> <br />General Business: None reported. <br /> <br />Announcements and Updates: <br />Mr. Locke presented an update on the Brighton Village project. He reported the Council <br />continued the hearing for creating a TIF District to the July 22nd meeting mainly because <br />Kraus Anderson is in the process of sorting out plans for the Bright Village Shopping <br />Center. They have eliminated the hotel and senior housing components of the project, <br />due to the difficulty in financing the hotel. They are pursing a plan to include a medical <br />office building of about 28,000 sq. ft., a small retail building of about 22,000 sq. ft., <br />another small retail building of 6,000 sq. ft., the Synders store of about 12,500 sq. ft., and <br />also a restaurant of 3,000 sq. ft.. <br /> <br />They are still working on a plan that would involve the rerouting of Pike Lake Drive, <br />from its current location, parallel to 694, to bringing it through the site so that it provides <br />access to the site as well as access to the neighborhood and to Palmer Drive rather than <br />Silver Lake Road. There is a sense they are trying to wrap this up and still put together a <br />project that is financially feasible and market supported, to begin construction yet this <br />year. <br /> <br />This plan is remarkably different than the preliminary PUD the Planning Commission <br />approved last summer. It would be anticipated they would have to come back through <br />the Planning Commission approval process, either as a PUD or qualify everything under <br />the standard B-3 Business zoning which is what the property is zoned. They would <br />have to go through a platting process if nothing else because of the relocation of the road. <br />Economic conditions have changed a lot since the project was first envisioned. This was <br />initially a 22-24 million dollar project and what is now being proposed is probably an 8 <br />or 9 million dollar project. Possibly something would be ready for the August Planning <br />Commission Meeting. <br /> <br />Mr. Locke also gave an update on the Northwest Quadrant project. A good deal of time <br />has been spent over the past three months trying to identify housing developers to do the <br />housing development of the Northwest Quadrant.
