There was much discussion regarding the zoning and what is required for a PRD. The <br />consensus of the Planning Commission was that either the use proposed is residential, or <br />else it is religious; both are permitted uses under the PRD regulations. <br /> <br />Bob Berry spoke, saying the trees would need to be about 20 feet high to provide <br />adequate screening. <br /> <br />Ms. Hanson asked to again speak; she does not believe the traffic would be a problem. <br /> <br />Commissioners talked about the possibility of moving the building to the SW to lessen <br />any visual effect. <br /> <br />Judy McCormick, President of the Christian Science Church, asked to speak, stating the <br />church had donated the land to Clifton House because they believe in the work of the <br />facility they propose. She does not believe residents across the lake could see the <br />building in the summer, due to the denseness of the woods. <br /> <br />Having heard from all interested persons, there was a Motion by O’Brien, Second by <br />CLOSE THE PUBLIC HEARING. <br />Schiferl to <br /> <br />Motion Carried. <br />5 Ayes, 0 Nays, <br /> <br />After some further discussion between commissioners and staff, there was a Motion by <br />WAIVE THE READING AND ADOPT THE <br />O’Brien, Second by Zisla to <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF PRD05-01, <br />LP05-01, PL05-01, AND SP05-02, subject to the following conditions: <br /> <br /> <br />1.Approval of a permit by the Rice Creek Watershed District. <br /> <br />2.Light plans for the proposal are submitted to the City, detailing materials, <br />height and supportive data to be approved by the Council. <br /> <br />3.The final grading plan shall be subject to review and approval of the City <br />Engineer. <br /> <br />4.A final utility plan is submitted. <br /> <br />5.The parking plan is redrafted to address the three encroaching stalls in the <br />proof of parking area. <br /> <br />6.Review by Ramsey County for the new plat. <br /> <br />7.A final plat is submitted with final PRD review to the City Council, including <br />50’ easement dedicated as part of plat. <br /> <br />8.Developer explore moving the building to the SW against the easement. <br /> <br />9.Screening to be reviewed to be as effective as possible to adjacent property. <br /> <br />Motion Carried. <br />5 Ayes, 0 Nays, <br /> <br /> <br />General Business – City Code Text Analysis <br /> <br />Mr. Boylan gave the background of the material presented for text analysis explaining <br />that corrections to the City Ordinance are sometimes necessary to provide clear <br />I:\COMMISSIONS\PLANNING\Minutes\2005\01-18-05.doc 3 <br /> <br />
