<br />Not approved <br />PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br /> <br /> <br />Regular Meeting – March 15, 2005 at 7:30 p.m. <br /> <br />Present: <br />Commissioners Larry Baker, Jim O’Brien, Norm Schiferl, Bruce Howard, <br /> <br /> and Paul Zisla <br /> <br />Absent: <br />Commissioners Tom O’Keefe and Karen Mann <br /> <br />Also Present: <br />Patrick Boylan, City Planner <br /> <br />? <br /> Agenda Review <br />: No changes <br /> <br />? <br /> Approval of Minutes <br />: February 15, 2005 <br /> <br />? <br /> Council Action: No Report <br /> <br />Public Hearing: Minor Subdivision – Preliminary Plat – PL05-02 – Mr. Bill <br />st <br />Buelow, GMHC – 790 1 Ave. NW <br />Consideration of a minor subdivision for Mr. Bill Buelow for the parcel at 790 1st <br />Avenue NW. The proposal is to split the existing lot into three smaller lots for single- <br />family development. The current parcel is vacant and zoned R-1A, Single Family <br />Residential. <br /> <br />Mr. Boylan reviewed the findings for Commissioners. He also submitted a petition he <br />had received signed by seven neighbors, opposed to the lot split. This will become a part <br />of the record. <br /> <br />Mr. Bill Buelow, Director of Construction, Greater Metropolitan Housing, addressed the <br />Planning Commission. He explained they are a private nonprofit developer. They build <br />about 50 new homes per year and they have been in business about 30 years. He <br />explained the intentions for the site, explaining they would build three nice homes on the <br />site and went over the preliminary design. The market value would be approximately <br />$280,000 to $300,000. <br /> <br />George Letendre, representing Ron Theory, who could not be there, spoke to <br />Commissioners. One of the points he made involved the ten-day notification process of <br />the Public Hearing, which he believes was not met. The other point raised was that all <br />the water drains to the SW in an area that already has ponding and asks for a requirement <br />that water be retained on the site to not worsen the problem. Mr. Boylan relayed that <br />these types of items are checked for in the building permit process. <br /> <br />Karen Henney, who lives directly behind Mr. Theory, addressed Commissioners.
