st <br />Mr. Meier from 750 1 Avenue, spoke to Commissioners and verified there is a lot of <br />water standing after a lot of rain. He also would like to see two houses instead of three. <br /> <br />nd <br />Chris Johnson of 771 2 Avenue spoke to Commissioners saying he also has concerns <br />about the drainage. He also asked where the water and sewer would hook up to this <br />property. <br /> <br />nd <br />Jeff Schneider of 737 2 Avenue addressed Commissioners. He stated drainage in the <br />whole area is a real problem. He also had questions about the property development and <br />valuation and would prefer it be split into two lots, not three. <br /> <br />Brian Darr of 787 then spoke to Commissioners and echoed Mr. Schneider, saying he <br />also would prefer to see it split into two lots, instead of three for consistency in the lot <br />sizes. He also expressed concern about whether the alley would be paved for the full <br />length. <br /> <br />CLOSE THE PUBLIC HEARING. <br />Motion by Zisla, second by O’Brien, to <br /> <br />MOTION CARRIED. <br />5 Ayes, 0 Nays, <br /> <br />There was additional discussion between Commissioners and staff. <br /> <br />WAIVE THE READING AND ADOPT THE <br />Motion by Zisla, second by O’Brien, to <br />ATTACHED RESOLUTION RECOMMENDING APPROVAL OF PL05-02. <br /> <br />MOTION CARRIED. <br />5 Ayes, 0 Nays, <br /> <br />Public Hearing: Special Use Permit and Site Plan Review – SP05-05 – Applewood <br />Pointe Cooperative Development – Mr. Brian Carey – United Properties <br />Consideration of a Special use Permit and Site Plan Review for a 122 unit housing <br />development on Old Highway 8 NW in the vicinity north of Hubcap Warehouse and <br />south of Johnson Screens site (west side of Old Highway 8, north of Hwy 96). The <br />applicant is proposing to develop a senior (age 55 and up) housing development in a <br />single building overlooking Rush Lake. The building is zoned MX. The building is <br />proposed to be over 40 feet in height; any development over this height limit is required <br />to apply for a Special Use Permit. The building size is 288,553 sq. ft. It would be 122 <br />units, four stories with a fifth sub-basement with underground parking. <br /> <br />Mr. Boylan reviewed the staff report for the Commissioners. It has been discussed a <br />portion of this would be sold to the hubcap site. In his staff report he notes that there <br />needs to be a minor subdivision and this should be re-platted to clean this up and create <br />one lot of record for the project. The Fire Marshall identified the need for additional fire <br />lane and two more fire hydrants. <br /> <br />Representatives from Pollock & Buchanan were present as well as a representative from <br />United Properties.
