Approved
Consideration of a Special Use Permit application for building and site signs for the Beisswenger
Hardware store. The applicant wishes to establish a Comprehensive Sign Plan for the hardware
This plan has been prepared to ensure that the signs within the project are equally
store.
coordinated, compatible and complimentary with one another, the buildings and the site
design. The signs shall include site entry signs, wall signs, awnings and freeway signs.
The proposed freeway sign exceeds the required sign size, the proposed is 268 and the
required is 170. Staff does not feel comfortable with recommending the proposed sign,
but does feel comfortable recommending that the freeway sign size could be 200 square
feet.

Schiferl asked staff why they would recommend a different free way sign size than what
is allowed in the code, and inquired how it would affect future applicants that would like
a larger free way sign. Fernelius replied that the distinction of this sign application is that
it is part of a Comprehensive Sign Permit and has unique circumstances. Staff feels that
268 sq foot sign is too large and thus by using another standard in the code, applying it to
the proposed sign. Schiferl asked if staff knew where the 170 number came from and
what surrounding communities used for sign dimensions. Fernelius replied that he did
not know the answer to either question. Baker questioned if the front sign was truly
twice as big as the east and west side signs. Fernelius replied that the drawings that were
before them were to scale and after doing the calculations the front sign is twice as big.

Mark Beisswenger, owner of Beisswenger’s Hardware store, approached the Commission
to answer questions regarding sign sizes. He stated that originally they proposed the
freeway sign to be 268 sq ft, because that was the biggest sign they could afford,
however, after speaking with staff they have reduced the free way sign to 199.5 square
feet.

Schiferl asked if staff had talked with the Public Safety department regarding the size of
the free way sign, if it’s not large enough, would it cause problems with people trying to
read it. Fernelius replied that he does not know if the other departments had looked at the
sign plan. Schiferl stated that it may be a justification for allowing the proposed sign
size, but it would have to be brought before the state patrol for their opinion.

CLOSE THE PUBLIC HEARING.
Motion by Baker, Second by O’Brien to

MOTION CARRIED.
6 Ayes, 0 Nays,

to
Motion by O’Brien, second by Schiferl
WAIVE THE READING AND ADOPT THE ATTACHED
RECOMMENDING APPROVAL of SP05-16.
RESOLUTION

MOTION APPROVED.
6 Ayes, 0 Nays,

Public Hearing: PRD05-02, LP05-13, PL05-08 of Planned
PreliminaryReview
Residential Development (PRD), Site Plan and Preliminary Plat in Conjunction with a Re-
I:\COMMISSIONS\PLANNING\Minutes\2006\1-17-2006.doc
