<br />Approved <br />residential portion does not need a whole new code is because the City and the developer have <br />been working so closely together that all of the design guidelines are already being met. He <br />recommended to the City that they rezone the residential portion and use a PUD or a PRD to state <br />the specifics requirements that the framework plan calls for. Fernelius added that the new code <br />and the current code are MX which allows commercial uses. By rezoning the residential area <br />R3A it keeps that portion of the development strictly residential and would not allow commercial <br />uses in that area. He also added that he is comfortable that since the City has worked so closely <br />with the developers that the developers have incorporated the framework plan into their proposal. <br /> <br />Teresa Greenfield, Director of Land Development for Rottlund Homes, stated their focus has <br />been in honoring the design guidelines and all the vision that has been developed through the <br />community process. There are eight different housing styles that are going to be offered, their <br />goal is to offer numerous of housing choices, from the first time home buyer to seniors down <br />sizing. They range from 900 square feet in the loft homes to 2800 square feet in the executive <br />town homes. Zisla inquired about price point for the homes and if they have homes for families <br />with kids. Greenfield stated that there will be two senior condos, aimed for adults fifty-five and <br />up, which will be built by David Bernard. The square footage for these condos will range from <br />950 square feet to 1400 – 1500 square feet and will start at $180,000. . On the north side of the <br />green way and along Old Hwy 8 there will be two story New Urban town homes with under <br />ground parking. There are eighty-two proposed units, although there is a chance that some of the <br />units will be removed at the propane site. These units will be between 1500 to 1800 square feet, <br />and they will start at $250,000. At the corner of the Old Hwy 8 and the green way will be a loft <br />building with 72, mainly one bedroom, units. They will have 920 square feet to 1300 square <br />feet and will start at $180,000. The 2 story Urban Row town homes with under ground parking, <br />the units will have 2000 square feet and will start at $280,000. To the west of the Urban Row <br />homes are the Row Craftsman. These are the largest homes with 2200 square feet to 2500 square <br />feet and they will start at $300,000. With the homes that are being offered they are not expecting <br />many families with children and is not a segment of the population that they will be marketing <br />too. One of the goals of this development is to offer homes to seniors and empty nesters so that <br />they sell their current homes within the area, and thus open their homes up to families with <br />children. Sherman and Associates will be building four loft buildings with numerous amenities in <br />each building. They will also be building the executive town homes at the northern end of the <br />site. These homes will have roughly 2800 square feet and will start in the low $300,000. <br /> <br />Tom Harrington, Kimley Horn, explained that the open space will not only be on the western <br />side of the development, but a large portion will be on the eastern side with the proposed park <br />with a strong visual linear link of the green way to the west side. At this time, in this agreement, <br />there are not plans to improve Old Hwy 8, however in the design guidelines do speak to making <br />improvement to the street. The developers have allotted ten extra square feet to allow for <br />expansion of the road. There are three ways to enter the development, one at the north, one at <br />the central greenway and another at the southern end by the proposed office site. There are three <br />storm retention ponds, two at the northern end, and one at the southern end with trees and <br />vegetation surrounding them. There are also proposed trails going through and around the open <br />spaces connecting them all together. All the open areas add up to 7 to 8 acres of green space, just <br />on the west side. At the northern end of the development they are proposing a trail from the <br />parking lot in the regional park, through the development, to an at grade crossing over the rail <br />road tracks to the regional trail along the lake.
