The applicants stated that they would be willing to redesign the building, but would like to know exactly what would gain them approval since each time they have the plans redrawn it costs thousands of dollars. Baker stated that he would approve a northerly variance since the rail way is adjacent to the property. Fernelius replied that he still has concerns about the use of the property; however staff will proceed as directed by the Commission. Schiferl stated that if there is a revised site plan, he would not like to see any additional variance than what was allowed in the 2003 approval. CONTINUE THE PUBLIC HEARING MEETING Motion by Baker, Second by Zisla to UNTIL JULY TO ALLOW THE APPLICANTS TO SUBMIT A REVISED PLAN. MOTION CARRIED. 7 Ayes, 0 Nays, Public Hearing: SP2006-007 Special Use Permit to Construct a 100’ Monopole Wireless Telecommunications Tower The applicant has been working on behalf of T-Mobile in order to locate a site for a new wireless telecommunications tower for T-Mobile. The Zoning Ordinance provides standards under which towers can be constructed by approval of a Special Use Permit. The applicant has submitted all necessary materials to be considered for a Special Use Permit. Baker inquired if staff had any meetings with the Fire Inspector in regards to the tower being right next to the propane tanks. Gundlach replied that she, the Fire Inspector and the Building Official all went out to the site and viewed the proposed location of the tower. The Fire Inspector helped draft the condition in the resolution; he and the Building Official will review the engineers’ certification. Baker inquired if the tower would collapse on the propane tanks. Gundlach replied that the City has not received the engineer’s certificate, so it is not clear how it would collapse; however the Fire Inspector and the Building Official would review it prior to any permits being approved. Fernelius replied if the Fire Inspector and the Building Official approve the plans that come in for the design and the collapse of the tower, then the City is fine with this location. Schiferl asked if the engineer would be an independent party. Fernelius replied that the engineer would have to be a state licensed engineer that has a PE certification. Schiferl inquired if this requirement is in the City ordinance. Gundlach replied that it is in the ordinance and a condition of approval. O’Brien requested that the engineer who will certify the tower go to the site. Gundlach stated that the City code states “a licensed, professional engineer certification” would be required for the certification of the tower.
