<br />Approved <br />3) A six foot fence with gate is constructed as easterly as possible within the <br />required 40’ front yard to provide adequate screening of vehicles from the public <br />right-of-way, <br />4) The applicant provide an exterior treatments list for all four sides of the proposed <br />building complying with Zoning Ordinance Section 6-390 (12) for review by the <br />City Planner prior to issuance of a building permit, <br />5) The applicant shall replace the planned 15” HDPE storm sewer pipe with 15” <br />PVC pipe, <br />6) Vehicles shall only be parked and/or stored in designated parking stalls, <br />7) Parking and storing of vehicles in drive-aisles is prohibited, <br />8) Outside repair of vehicles id prohibited, <br />9) No more than five vehicles for sale are permitted on the site at any given time, <br />10) The applicant shall substitute the 8” water gate valve with a 6” gate valve, <br />11) The applicant shall verify the location of the existing 6” watermain prior to <br />footing construction and if the watermain is found to be closer than 5’ from the <br />footing, said watermain shall be relocated north to a distance no less than 5’ from <br />the footings. Relocation shall be at no expense to the City, <br />12) Sanitary hook-up construction shall be in a manner acceptable to the Director of <br />Public Works, <br />13) If signage is proposed, proper sign permits from the City Planner are obtained, <br />and <br />14) Submission of a Rice Creek Watershed District permit prior to issuance of any <br />building permits. <br /> <br /> <br />MOTION APPROVED. <br />5 Ayes, 0 Nays. <br /> <br /> <br /> <br />Public Hearings: SP2006-009 Special Use Permit to Amend the General <br />Development Plan of Main Street Village to Allow a Coffee Shop Drive-Thru <br /> <br />The applicant is requesting a Special Use Permit in order to construct a drive-thru lane at <br />the west end of the retail building located within Main Street Village. The zoning of the <br />property is B-4, Downtown Business which requires review of all changes to the <br />approved General Development Plan. This allows the City to review the change in <br />relation to the entire development and place conditions deemed appropriate on any <br />approval that will run with the land. <br /> <br />The drive-thru will be associated with the recently opened Limu Coffee, which occupies <br />th <br />the most southwesterly space within the retail building located at the corner of 5 Avenue <br />NW and County Road E2 Extension. The applicant has provided a proposed site plan <br />with 5 alternative plans for discussion. The plans include either an exit out onto County <br />Road E2 Extension or a turn-around option.
