Approved
City minimum, putting it at a one-eight of mile, quite possibly a quarter of a mile. Once a access
is open and if it is an accident problem, you will pay dearly to close it. You pay at the cost of
safety problems, you pay the property owners to close the access. It’s a serious concern.
Fernelius replied that there are two access points on the south end of the property into the site.
Staff is concerned that by adding a third access point, even if it’s a one way, will create a traffic
problem and be the cause of accidents. Gundlach stated that the scale shown on the plans in the
packet is not correct. She added that the Engineering Department did not believe that the fifty
foot requirement could be met. Zisla replied that if the third access is added, there is a high
chance that people will enter the wrong way and misuse the entrance. Mann inquired if the turn
around loop would be large enough to accommodate larger vehicles. Gundlach replied that she
requested from the applicants that they have their Engineer verify that they radius would work.
Zisla stated that this application should move forward, and if there are any engineering and traffic
analysis that need to be done, then the applicant and the City can work on that and then present it
to the Council.

to
Motion by Zisla, Second by O’Keefe
WAIVE THE READING AND ADOPT THE ATTACHED
SP2006-009WITH3.

RESOLUTION RECOMMENDING APPROVAL OF THE ALTERNATE PLAN

MOTION CARRIED.
5 Ayes, 0 Nays,

Public Hearing:SP2006-010 Special Use Permit to Amend the Existing

Comprehensive Sign Plan Governing all Signage within Main Street Village

The applicant has requested a Special Use Permit in order to amend the existing
Comprehensive Sign Plan governing all signage within Main Street Village. The purpose
of this amendment is to allow directory style signs on the SE diagonal and north faces of
th
the building at 500 5 Avenue NW, which would give tenants who request more
th
exposure from north and south bound traffic on 5 Avenue NW. The applicant is also
requesting two minor amendments to the existing language in an effort to have the
written regulations comply with current window signage practices.

The applicant received a Special Use Permit for a Comprehensive Sign Plan on May 22,
2001. This plan has been amended several times since, with the most recent amendment
being approved on January 25, 2005. The purpose of a Comprehensive Sign Plan is to be
sensitive to specific types of projects within the City, including shopping centers, where
the general sign requirements of Article 9 of the Zoning Code do not satisfy identification
needs.

The overall development includes a mixture of uses including commercial, office, and
residential; subsequently, the applicant has gained approval for a variety of signs to serve
the mix of uses. The variety of signs include project or “Village” identification at
gateway area, building identification signs, awnings, and smaller signs for the retail
component.
I:\COMMISSIONS\PLANNING\Minutes\2006\06-20-2006.docPage 8 of 15
